培養學生辨識不同政策風險來源(如法律變動、地緣政治、社會抗爭、數位安全)的能力。
2.掌握危機管理的理論基礎與策略模型
熟悉SCCT、MITROFF模型與風暴思維等危機應對理論,並能靈活應用於政府或企業危機場景中。
3.建構預警系統與制度韌性思維
引導學生發展「預見性思維」,從制度層面提升組織與政策的應變能力與治理持久性。
4.強化溝通應對與風險傳播素養
提升學生在危機中進行內外溝通、媒體應對與風險揭露的語言能力與倫理判斷。
5.落實跨領域、跨文化的風險治理實作
透過案例討論與模擬演練,理解在不同制度與文化背景下危機治理的差異與調適策略。
課程內涵:
本課程聚焦於全球化與不確定性高度交錯的治理環境中,政策制定者與組織領導人所面對的多重風險挑戰,並透過「危機管理」與「風險溝通」的理論與實務交錯,培養學生應對風暴的能力。
課程將涵蓋以下幾大主題模組:
1.政策風險地圖與分類
解構不同類型的政策風險:制度性風險、操作性風險、社會與政治壓力、跨境風險等。
2.危機管理理論與模型
探討SCCT、MITROFF五階段、Image Repair Theory、風暴思維等,並透過案例演練深化理解。
3.風險傳播與媒體應對策略
分析政府與企業在危機中的媒體角色、話語權建構與資訊管理手段。
4.制度創新與韌性治理
從災後重建、預警系統、永續轉型到ESG風險治理,探討制度如何轉化危機為契機。
5.案例導向模擬訓練
進行模擬記者會、危機發言稿撰寫、風險評估報告與政策建言書設計等實作任務。
Target:
1. Understand the multi-dimensional structure and political economic ties of policy risks
Cultivate students' ability to identify the sources of different policy risks (such as legal changes, geopolitics, social resistance, and digital security).
2. Master the theoretical basis and strategy model of crisis management
Familiar with crisis theory such as SCCT, MITROFF model and storm thinking, and can be applied flexibly in government or enterprise crisis scenarios.
3. Construct a warning system and system imperative thinking
Guide students to develop "foresee thinking" and improve the adaptability and governance durability of organizations and policies from the institutional level.
4. Strengthen communication and risk transmission
Improve students' language skills and ethics judgments that media should disclose in and out during crisis.
5. Implement cross-regional and cross-cultural risk management practices
Through case discussions and simulation practice, we understand the differences and adaptive strategies of crisis governance under different systems and cultural contexts.
Course content:
This course focuses on the multi-risk challenge faced by policy makers and organizational leaders in a governance environment with globalization and high-conflict errors, and cultivates students' ability to face against storms through the theory and practice of "crisis management" and "risk communication".
The course will cover the following topic modules:
1. Policy risk map and classification
Solve different types of policy risks: institutional risks, operational risks, social and political pressures, cross-border risks, etc.
2. Crisis Management Theory and Model
Explore SCCT, MITROFF five-stage, Image Repair Theory, Fengshen Mind, etc., and deepen understanding through case practice.
3. Risk propaganda and media matching strategies
Analyze the media role, verbal rights structure and information management methods of the government and enterprises in crisis.
4. Institutional innovation and improper governance
From post-disaster reconstruction, pre-warning system, and permanent transformation to ESG risk management, exploring how the system transforms a crisis into a deed.
5. Case-oriented simulation training
Carry out practical tasks such as mock reporters, crisis speech writing, risk assessment reports and policy advice book design.
