歐洲人發明了主權國家、聯邦、邦聯、國協等政體模式，經過百年的思索，歐洲再與時俱進創造了更適合的「共同體」政體模式。歐洲沒有選擇傳統的國家統一，而是發展出以共同體為基礎的統合。歐洲統合走到今天，主權國家和共同體機構仍然在不斷探索如何跨越民族主義與主權的藩籬，創造出更好的統合形式，以及為歐洲奠定長遠的和平與繁榮基礎，這正是歐洲聯盟透過其治理體系所要傳達的理念與價值觀。本課程透過講授歐洲聯盟的歷史演進與治理模式，使同學得以從歐盟的制度選擇邏輯探索其權力基礎和價值訴求，促進同學思考其在全球政治的角色與定位。
修習本課程學生亦可參加2026年教育部學海築夢「歐盟與布魯塞爾機構參訪實習─提升青年公共外交行動力計畫」甄選The Europeans have invented political models such as dominant countries, countries, and national cooperation. After a century of thinking, Europe has gradually created a more suitable "common" political model with time. Europe did not choose a traditional national unity, but developed a common-based unity. With the moment of today's European Union, the dominant states and community institutions are still exploring how to transcend the vassals of nationalism and dominance, create better forms of integration, and lay a long foundation for peace and prosperity for Europe. This is the concept and value that the European Union wants to convey through its governance system. This course teaches the European Union's historical evolution and governance model, allowing students to explore their power basis and value requests from the European Union's institutional selection logic, and encourage students to think about their role and positioning in global politics.
