歐洲人發明了主權國家、聯邦、邦聯、國協等政體模式，經過百年的思索，歐洲再與時俱進創造了更適合的「共同體」政體模式。歐洲沒有選擇傳統的國家統一，而是發展出以共同體為基礎的統合。歐洲統合走到今天，主權國家和共同體機構仍然在不斷探索如何跨越民族主義與主權的藩籬，創造出更好的統合形式，以及為歐洲奠定長遠的和平與繁榮基礎，這正是歐洲聯盟透過其治理體系所要傳達的理念與價值觀。本課程透過講授歐洲聯盟的歷史演進與治理模式，使同學得以從歐盟的制度選擇邏輯探索其權力基礎和價值訴求，促進同學思考其在全球政治的角色與定位。

Europeans invented government models such as sovereign states, federations, confederations, and associations of nations. After a hundred years of thinking, Europe kept pace with the times and created a more suitable "community" government model. Europe did not choose traditional national unity, but developed unity based on community. As European integration reaches this day, sovereign states and community institutions are still constantly exploring how to transcend the barriers of nationalism and sovereignty, create better forms of integration, and lay a long-term foundation for peace and prosperity in Europe. This is exactly the idea and value that the European Union wants to convey through its governance system. By teaching the historical evolution and governance model of the European Union, this course enables students to explore its power base and value demands from the EU's institutional selection logic, and encourages students to think about its role and positioning in global politics.
