相較於英美憲政規範，法國半總統制在台灣受到更多關注。1997年，我國倣效法國第五共和修改憲法，原因是它存在超過半個世紀，被視為成功經驗。第五共和運作穩定，有效解決第三及第四共和議會專橫問題。第四共和期間，總理平均任期只有6個月，到了第五共和增加為3年，龐畢度總理任期達到6年，費雍（François Fillon）則是第一位和總統共進退的總理。

2022年，馬克宏雖然贏得總統連任，卻也失去國會多數。接下來的政府運作遇到挑戰，也凸顯法國合理化內閣制的本質。本課程將聚焦在第五共和立憲的歷史脈絡，以及馬克宏第二個總統任期的最新發展。重點在府院和府會關係，總理和國會互動，以及憲法委員會運作。

Compared with the British and American constitutional norms, the French semi-presidential system has received more attention in Taiwan. In 1997, our country followed the example of the French Fifth Republic in amending its constitution because it existed for more than half a century and was regarded as a successful experience. The Fifth Republic operates stably and effectively solves the problem of the arbitrariness of the Third and Fourth Republic parliaments. During the Fourth Republic, the average prime minister's term was only 6 months. In the Fifth Republic, it increased to 3 years. Prime Minister Pompidou's term reached 6 years. François Fillon was the first prime minister to advance and retreat with the president.

In 2022, although Macron won re-election as president, he also lost the majority in Congress. The challenges encountered in the subsequent government operations also highlighted the essence of France's rationalized cabinet system. This course will focus on the historical context of the Constitution of the Fifth Republic and the latest developments in Macron’s second presidential term. The focus is on the relationship between the government and parliament, the interaction between the prime minister and the National Assembly, and the operation of the Constitutional Committee.
