相較於英美憲政規範，法國半總統制在台灣受到更多關注。1997年，我國倣效法國第五共和修改憲法，原因是它存在超過半個世紀，被視為成功經驗。第五共和運作穩定，有效解決第三及第四共和議會專橫問題。第四共和期間，總理平均任期只有6個月，到了第五共和增加為3年，龐畢度總理任期達到6年，費雍（François Fillon）則是第一位和總統共進退的總理。
2022年，馬克宏雖然贏得總統連任，卻也失去國會多數。接下來的政府運作遇到挑戰，也凸顯法國合理化內閣制的本質。本課程將聚焦在第五共和立憲的歷史脈絡，以及馬克宏第二個總統任期的最新發展。重點在府院和府會關係，總理和國會互動，以及憲法委員會運作。
Compared with the British and American political rules, the French semi-president has attracted more attention in Taiwan.
