本課程為政治系國際關係組基礎課程，其目的在培養學生對國際關係歷史發展的全面性認識，並透過史學與社會科學觀點的對話，理解國際關係此一學科的分析方式。相較於過往區隔成西洋外交與中國外交兩區塊，本課程強調整體性的國際關係史理解，打破國別與區域的界線，以宏觀的角度來理解全球範圍之政治脈動。課程範圍涵蓋前現代到20世紀前期的國際關係發展，檢視不同政治單元處理涉外關係的認知，原則與操作方式。

This course is a basic course for the International Relations Group of the Department of Politics. Its purpose is to cultivate students' comprehensive understanding of the historical development of international relations, and to understand the analysis methods of international relations through dialogue between historical and social science perspectives. Compared with the previous two sections, which were divided into Western diplomacy and Chinese diplomacy, this course emphasizes a holistic understanding of the history of international relations, breaks down national and regional boundaries, and understands global political pulses from a macro perspective. The scope of the course covers the development of international relations from pre-modern times to the early 20th century, and examines the cognition, principles and operational methods of different political units in handling foreign-related relations.
