本課程將由本人獨立授課,並針對當前國際政經局勢,特別是中美貿易戰所引發的制度衝突與產業分流現象,進行深入探討。
課程設計除涵蓋傳統的採購理論、談判技巧與供應商管理外,更將導入本研究者自提出的「雙軸競合」與「互斥互融」理論架構,協助學生理解企業如何在多重制度張力下進行採購策略的重構與風險配置。
課程內容涵蓋範疇如下:
採購基本理論與策略性規劃:包括採購流程、決策模式、TCO分析、供應商評選與評價模型等。
全球採購與國際貿易挑戰:探討地緣政治風險、法規變動、關稅政策與資料治理對採購的實質衝擊。

數位科技在採購中的應用:涵蓋ERP、e-procurement平台、AI採購分析與區塊鏈溯源。
案例導向教學與制度互動模型:透過中美雙軸供應鏈分化實例,說明企業在高風險產業(如半導體、航太、關鍵零組件)與低制度敏感產業(如服裝、一般消費品)中,如何運用「互斥互融」策略調整布局。
本課程的一大特色為制度互動視角的引入。所謂「雙軸競合」,是指企業在制度與市場兩個維度上,需同時應對來自政策排他性與市場合作性的交錯影響;而「互斥互融」則反映出企業在某些產業中(如高敏感性技術)須採取完全分離的策略,但在其他產業中又不得不採取彈性共存的方式來保持全球競爭力。這些原創概念將成為課程分析中貫穿全場的理論主軸。

In today's highly uncertain and increasingly institutional divergence, the purchasing behavior of enterprises has gradually transformed from a traditional cost-driven strategy into a multi-dimensional decision-making process combining risk management, resource integration and institutional sensitivity. This course, "Strategic Purchase and Global Supply Challenge: Institutional Perspective and Future Challenges", was developed in this context, with the aim of guiding students to fully understand the basic concepts and management logic of strategic purchasing, and further understand how the institutional environment affects corporate procurement actions, supply chain governance and international cooperation.
This course will be taught independently by myself and will conduct in-depth discussions on the current international political affairs, especially the phenomenon of institutional conflicts and industry diversion caused by the Sino-US trade war.
In addition to covering traditional purchasing theory, discussion skills and supplier management, the course design will also be introduced into the theoretical framework of "dual-axis competition" and "mutual integration" proposed by this researcher, to help students understand how enterprises can conduct the emphasis and risk configuration of purchasing strategies under the efforts of multiple systems.
The course content covers the following:
Basic theory and strategic planning for purchasing: including purchase process, decision model, TCO analysis, supplier evaluation and evaluation model, etc.
Global purchasing and international trade challenges: Exploring the real impact of landlord political risks, legal changes, tax policies and data governance on purchasing.
Institutional sensitivity and risk governance: How to conduct strategic designs such as contract arrangements, supply chain assistance, and regional layout under the conditions of institutional differentiation.
Discussion management and contract legal system: including dual-sided debate strategy, cross-border contract design, dispute handling and legal responsibility issues.
Integration of purchasing and R&D: Involve supply strategies from the early stages of product development to speed up the pace of market and control innovation risks.
Application of digital technology in purchasing: covering ERP, e-procurement platform, AI purchase analysis and block link traceability.
Case-oriented teaching and institutional interaction model: Through examples of dual-axis supply chain differentiation between China and the United States, it shows how enterprises can use the "mutually exclusive and integrated" strategy to adjust their layout in high-risk industries (such as semiconductors, aerospace, key components) and low-system-sensitive industries (such as clothing, general consumer goods).
A major feature of this course is the introduction of institutional interactive vision. The so-called "dual-axis competition" refers to the impact of enterprises on the conflicts from policy exclusivity and market cooperation in both institutional and market dimensions; while "mutual exclusion and integration" reflects that enterprises must adopt a completely separate strategy in some industries (such as high-sensitivity technologies), but in other industries, they have to adopt a flexible coexistence method to maintain global competitiveness. These original concepts will become the main theoretical arithmetics in course analysis.
This course expects to achieve the following teaching objectives:
Help students establish a core knowledge system that integrates strategic procurement and supply chains.
The risk judgment and strategic design capabilities of students under complex institutional conditions.
Improve students' ability to apply data and digital tools to make purchase decisions.
Cultivate students' cross-border vision and institutional sensitivity, and prepare for future international careers.
The course will be conducted in a combination of theoretical lectures, case studies, situational simulation and final topic reporting, and invite industry experts with practical experience to share and comment based on the situation.
It is hoped that through this course, students will not only master the purchasing skills and strategies, but also understand the fundamental impact of institutional structures on the global business environment, and develop a practical decision-making framework and critical thinking in the face of a disturbing world order.

This course will introduce students to the basic concepts of strategic purchasing, explore the procurement market and supply chain management issues, as well as the challenges of global purchasing and international trade. At the same time, we will also cover procurement cost management, procurement and R&D integration, procurement law and contract management, procurement skills and negotiation management, procurement risk management, procurement execution and supervision, logistics and inventory management, and IT technology and procurement management. In addition, we will also focus on purchasing innovation management and future trends and developments. I hope that students can learn through courses, cultivate global vision, and develop a positive role in their future careers.
