在當今高度不確定且制度分歧日益加劇的全球供應鏈格局中,企業的採購行為已從傳統的成本驅動型策略,逐漸轉化為結合風險管理、資源整合與制度敏感性的多維決策過程。本課程《戰略採購與全球供應鏈治理:制度視角與未來挑戰》即在此背景下開設,目的在於引導學生全面理解戰略採購的基本概念與管理邏輯,並進一步掌握制度環境如何影響企業的採購行動、供應鏈治理與國際合作。

本課程將由本人獨立授課,並針對當前國際政經局勢,特別是中美貿易戰所引發的制度衝突與產業分流現象,進行深入探討。
課程設計除涵蓋傳統的採購理論、談判技巧與供應商管理外,更將導入本研究者自提出的「雙軸競合」與「互斥互融」理論架構,協助學生理解企業如何在多重制度張力下進行採購策略的重構與風險配置。

課程內容涵蓋範疇如下:

採購基本理論與策略性規劃:包括採購流程、決策模式、TCO分析、供應商評選與評價模型等。

全球採購與國際貿易挑戰:探討地緣政治風險、法規變動、關稅政策與資料治理對採購的實質衝擊。

制度敏感與風險治理:如何在制度異質性條件下進行合約安排、供應鏈備援、地區布局等策略設計。

談判管理與契約法制:包括雙邊談判策略、跨國合約設計、糾紛處理與法律責任議題。

採購與研發整合:從產品開發早期即介入供應策略,以加快上市速度並控制創新風險。

數位科技在採購中的應用:涵蓋ERP、e-procurement平台、AI採購分析與區塊鏈溯源。

案例導向教學與制度互動模型:透過中美雙軸供應鏈分化實例,說明企業在高風險產業(如半導體、航太、關鍵零組件)與低制度敏感產業(如服裝、一般消費品)中,如何運用「互斥互融」策略調整布局。

本課程的一大特色為制度互動視角的引入。所謂「雙軸競合」,是指企業在制度與市場兩個維度上,需同時應對來自政策排他性與市場合作性的交錯影響;而「互斥互融」則反映出企業在某些產業中(如高敏感性技術)須採取完全分離的策略,但在其他產業中又不得不採取彈性共存的方式來保持全球競爭力。這些原創概念將成為課程分析中貫穿全場的理論主軸。

本課程期望達成以下教學目標:

幫助學生建立戰略採購與供應鏈整合的核心知識體系。

鍛鍊學生在複雜制度條件下的風險判斷與策略設計能力。

提升學生應用數據與數位工具於採購決策的能力。

Course Title: Global Strategic Procurement and Supply Chain Governance: Institutional Perspective and Future Challenges

In today's global supply chain landscape that is highly uncertain and increasingly institutionally divided, corporate procurement behavior has gradually transformed from a traditional cost-driven strategy to a multi-dimensional decision-making process that combines risk management, resource integration, and institutional sensitivity. This course "Strategic Procurement and Global Supply Chain Governance: Institutional Perspective and Future Challenges" is offered under this background. The purpose is to guide students to comprehensively understand the basic concepts and management logic of strategic procurement, and to further understand how the institutional environment affects corporate procurement actions, supply chain governance, and international cooperation.

This course will be taught independently by myself and will conduct in-depth discussions on the current international political and economic situation, especially the institutional conflicts and industrial diversion caused by the Sino-US trade war.
In addition to covering traditional procurement theory, negotiation skills and supplier management, the course design will also introduce the "dual-axis competition and cooperation" and "mutual exclusion and mutual integration" theoretical framework proposed by this researcher to help students understand how enterprises can reconstruct procurement strategies and allocate risks under multiple institutional tensions.

The course content covers the following areas:

Basic purchasing theory and strategic planning: including purchasing process, decision-making model, TCO analysis, supplier selection and evaluation model, etc.

Global Procurement and International Trade Challenges: Explore the real impact of geopolitical risks, regulatory changes, tariff policies and data governance on procurement.

Institutional sensitivity and risk governance: How to design strategies such as contract arrangements, supply chain backup, and regional layout under conditions of institutional heterogeneity.

Negotiation management and contract legality: including bilateral negotiation strategies, transnational contract design, dispute resolution and legal liability issues.

Procurement and R&D integration: Integrate supply strategies from the early stages of product development to speed up time to market and control innovation risks.

Application of digital technology in procurement: covering ERP, e-procurement platform, AI procurement analysis and blockchain traceability.

Case-oriented teaching and institutional interaction model: Through examples of dual-axis supply chain differentiation between China and the United States, it explains how companies can use the "mutual exclusion and mutual integration" strategy to adjust their layout in high-risk industries (such as semiconductors, aerospace, key components) and low-system sensitive industries (such as clothing, general consumer goods).

A major feature of this course is the introduction of the institutional interaction perspective. The so-called "double-axis competition and cooperation" means that enterprises need to deal with the intertwined influences of policy exclusivity and market cooperation in both institutional and market dimensions; while "mutual exclusion and mutual integration" reflects that enterprises must adopt completely separate strategies in some industries (such as highly sensitive technologies), but in other industries they have to adopt a flexible coexistence approach to maintain global competitiveness. These original concepts will serve as the theoretical backbone throughout the course analysis.

This course hopes to achieve the following teaching objectives:

Help students establish the core knowledge system of strategic procurement and supply chain integration.

Exercise students' risk judgment and strategy design abilities under complex institutional conditions.

Improve students' ability to apply data and digital tools in purchasing decisions.

Cultivate students' transnational vision and institutional sensitivity to prepare them for the future international workplace.

The course will be conducted through a combination of theoretical lectures, case studies, situation simulations and final special reports, and industry experts with practical experience will be invited to share and give feedback as appropriate.
It is hoped that through this course, students will not only master procurement techniques and strategies, but also understand the fundamental impact of institutional structures on the global business environment, and develop a solid decision-making framework and critical thinking in the face of a turbulent world order.

本課程希望帶學生重新認識「採購」這件事。很多人以為採購只是比價、下單與催貨,但真正的世界級企業,從 Apple、Toyota 到台積電,其背後真正決定競爭力的,往往不是工廠,而是供應鏈與戰略採購能力。
課程將從全球供應鏈的角度出發,帶領學生理解企業如何在國際貿易、地緣政治、AI 與數位轉型快速變化的時代中,建立自己的競爭優勢。我們將討論供應商管理、採購談判、成本控制、物流與庫存管理,也會探討晶片短缺、疫情、紅海危機與中美科技戰如何影響全球企業。
此外,課程亦將結合大量真實企業案例,讓學生理解:「便宜的,不一定最便宜;最快的,也不一定最有效率。」真正優秀的採購人才,看的從來不只是價格,而是風險、信任、品質、交期與企業未來。
希望修完本課程後,學生不只是學會採購技巧,更能開始用全球經營者的角度,看懂企業競爭背後真正的邏輯。

This course hopes to bring students a new understanding of "purchasing". Many people think that procurement is just about comparing prices, placing orders and urging goods. However, for truly world-class companies, from Apple, Toyota to TSMC, what really determines their competitiveness is often not the factory, but the supply chain and strategic procurement capabilities.
The course will start from the perspective of global supply chain and lead students to understand how enterprises can establish their own competitive advantages in the era of rapid changes in international trade, geopolitics, AI and digital transformation. We will discuss supplier management, procurement negotiations, cost control, logistics and inventory management. We will also explore how chip shortages, the epidemic, the Red Sea crisis and the Sino-US technology war affect global enterprises.
In addition, the course will also combine a large number of real business cases to allow students to understand: "The cheapest is not necessarily the cheapest; the fastest is not necessarily the most efficient." Truly outstanding procurement talents never only look at price, but also risk, trust, quality, delivery and the future of the company.
It is hoped that after completing this course, students will not only learn procurement skills, but also begin to understand the real logic behind corporate competition from the perspective of a global operator.
