Children Substitutional Welfare Services

教育目標 Course Target

聯合國於1989年通過《兒童權利公約》(Convention on the Rights of the Child, CRC)為保障兒童公民、政治、經濟、社會和文化等權利,並且規範關於兒童事務與政策,應以兒少最佳利益為主要考量。台灣亦於2014年通過兒童權利公約施行法,賦予CRC國內法律效力,並要求日後法令制訂和機關職權皆須遵守此國際基礎標準,以保障兒童少年基本人權。2017年首次提交國家報告並進行國際審查,結論性意見特別建議台灣應依據《聯合國兒童替代性照顧準則》給予兒少最適當的安置。
本課程為研究所的選修課程,主要會從兒童權利的觀點出發,敘明替代性照顧服務的內涵與發展,並且依序介紹寄養照顧、機構安置、收出養、團體家庭與自立方案等不同形式的替代性照顧服務,融合實務案例之討論交流。上課方式將以教師授課為主,輔以案例討論分析,同時亦會培養同學閱讀英文期刊的能力,增加同學對於國外實證研究與觀點的理解,以及對兒童福利服務相關議題的敏感度與反思能力。

The United Nations adopted the Convention on the Rights of the Child (CRC) in 1989 to protect children's civil, political, economic, social and cultural rights, and to regulate children's affairs and policies. The best interests of children should be the main consideration. Taiwan also passed the Implementation Law of the Convention on the Rights of the Child in 2014, giving the CRC domestic legal effect and requiring that future legislation and agency powers must comply with this basic international standard to protect the basic human rights of children and adolescents. In 2017, the first national report was submitted and subjected to international review. The concluding observations specifically recommended that Taiwan should provide children with the most appropriate placement in accordance with the United Nations Guidelines for Alternative Care of Children.
This course is an elective course for the institute. It mainly explains the connotation and development of alternative care services from the perspective of children's rights. It also introduces different forms of alternative care services such as foster care, institutional placement, adoption, group family and self-reliance programs in order, and integrates the discussion and exchange of practical cases. Classes will be mainly taught by teachers, supplemented by case discussions and analysis. It will also cultivate students' ability to read English journals, increase students' understanding of foreign empirical research and perspectives, and increase students' sensitivity and reflective ability on issues related to child welfare services.

課程概述 Course Description

本課程設計為研究所的選修課程。主要會從兒童權利的觀點出發,敘明替代性照顧服務內涵與發展,並依序介紹兒童福利體系之寄養照顧、機構安置、團體家庭、自立方案與收出養等不同形式的替代性福利服務,結合相關議題剖析與實務案例之討論交流,增進同學對兒少替代性照顧服務的理解。本課程同時會檢視台灣現行替代性照顧服務,洞察國際發展趨勢,從兒童權利與兒少最佳利益的概念,探究其理論觀點、法令政策與實務現況。

This course is designed as an elective course for graduate studies. Mainly from the perspective of children's rights, the connotation and development of alternative care services will be described, and different forms of alternative welfare services such as foster care, institutional placement, group families, self-reliance programs, and adoption will be introduced in order. It will also be combined with analysis of relevant issues and discussion and exchange of practical cases to enhance students' understanding of alternative care services for children and children. This course will also examine Taiwan's current alternative care services, gain insight into international development trends, and explore its theoretical perspectives, legal policies, and practical realities from the concepts of children's rights and children's best interests.
