本課程旨在介紹我國公法學體系中，地方自治團體之運作及其與中央機關間之互動關係，藉以完整建構公法學之基礎課程。希望藉由本課程使同學能對於地方自治團體基本精神及運作之法律關係有進一步之認識與理解。
本課程在介紹在我國憲法垂直權力分立下，地方自治團體之性質、任務及其與中央政府間之關係。課程內容涉及憲法與行政法之相關議題，包括中央與地方分權、地方自治團體之法律地位、地方居民之權利義務、地方政府組織（立法及行政機關）、地方立法權，以及自治監督等法律上重要事項。This course aims to introduce the operations of local autonomous groups and their interactions with central agencies in the public law system in our country, so as to fully construct the basic course of public law.
