教育目標 Course Target

本課程旨在引導學生瞭解公共政策規劃與評估的理論、方法和工具,並培養學生分析和解決政策問題的能力。課程內容涵蓋政策過程、規劃模式、評估方法、決策制定、政策執行等重要議題,並透過案例分析和實際操作,提升學生的政策規劃和評估能力,使學生具備公共事務的專業知能,以因應政府部門或非營利組織的政策規劃與評估需求。This course aims to guide students to understand theories, methods and tools of public policy planning and evaluation, and to cultivate students' ability to analyze and solve policy problems. The course content covers important issues such as policy processes, planning models, evaluation methods, policy formulation, and policy implementation. Through case analysis and actual operations, students can improve their policy planning and evaluation abilities, so that students can have professional knowledge of public affairs to meet the policy planning and evaluation needs of government departments or non-profit organizations.


課程概述 Course Description

政策係指被接納或提議去達成某一情況或目標的行動方案,其可同時適用於政府機關、私人企業機構,以及各種社會組織。就政府機關而言,政策的層次性最高 ,其次為計畫 (plan),再其次為方案 (program),接著為措施 (measure),最後為行動 (action)。而政策規劃則是指決策者或分析人員為解決政策問題,採取科學方法,廣泛蒐集資訊,設計一套以目標取向、變革取向、選擇取向、理性取向、集體取向之未來行動替選方案的動態過程。另評估是指運用研究技術衡量某一特定方案的過去績效,尤其是該方案對欲解決的問題或欲改善情境的影響狀況,目的在改進方案的執行技術、程序與其他運作事項,以達成政策目標。本課程以上述概念的探討為基礎,進而以政府施政計畫規劃、執行與評估為說明要項,希望兼顧理論與實務案例兩個面向,增進同學對本課程的瞭解。
Policy refers to an action plan that is accepted or proposed to achieve a certain situation or goal, which can be applied to government agencies, private enterprise institutions, and various social organizations at the same time. As far as government agencies are concerned, policies are the highest level, followed by plans, then programs, then measures, and finally action. Policy planning refers to the dynamic process of deciding players or analysts in order to solve policy problems, adopt scientific methods, collect information widely, and design a set of future action alternatives to target, change orientation, selection orientation, rational orientation, and collective orientation. Another evaluation refers to the use of research technology to measure the past performance of a specific program, especially the impact of the program on the problems to be solved or the situation to be improved. The purpose is to improve the implementation technology, procedures and other operations of the program to achieve policy goals. This course is based on the exploration of the above concepts, and then uses government policy planning, implementation and evaluation as the key points. We hope to combine the two aspects of theoretical discussion and practical cases to increase students' understanding of this course.
