永續發展是一個改變的過程(a process of change)，而永續發展的實踐，就是透過治理讓好的改變發生。
在治理的永續性上，國內外也確實有許多地方永續治理的典範。有鑒於此，本課程首先將講解永續發展的基本概念，接著以能源治理為課程軸線，探討兩個重要的能源治理議題，一個是發生在我國屏東縣林邊鄉的「養水種電」議題，另一個是能源政策支持度，這兩個議題分別提供了永續能源治理的重要觀點，以及關於再生能源發展政策的治理內涵與運作機制。
其次，若時間允許的話，也會與同學商議是否去看看「能源治理」的現場，體驗、觀察我國能源治理的真實場域，以深刻理解永續發展的治理內涵。
Permanent development is a process of change, and the reality of permanent development is to make good changes occur through governance.
In terms of the perpetual nature of governance, there are indeed many local governments that can continue to govern at home and abroad. In this regard, this course will first explain the basic concept of continuous development, and then use energy governance as the course axis to explore two important energy governance issues. One is the "Cultivation and Energy" discussion that occurred in the forest area of Pingtung County, my country, and the other is the support for energy policy. These two issues provide important insights into continuous energy governance, as well as the governance connotation and operating mechanism of renewable energy development policies.
Secondly, if time permits, we will also discuss with our classmates whether to check the "energy governance" scene, experience and observe the real field of energy governance in our country, and deeply understand the governance connotation of sustainable development.
