環境資源係一公有財，委由政府管理，因此，環境問題之解決須藉由公權力之介入，因此法律規範恆為不可或缺之ㄧ環。環境保護立法係將環境保護的目標、責任與方法及費用的歸屬作一詳盡的規劃，並予以成文化，使其具有法的拘束力。
本課程由立法緣由、實務及案例探討等進行法規之導讀，期能訓練學生瞭解研讀環保法規之方法與技巧，並對現有環保法規之立法精神與執行方法有較完整之認識與瞭解，未來不管學生在政府部門、企業單位或工程顧問機構等，就環境保護政策與法規之訂定與執行較能駕輕就熟，並對準備各項考試有方向可循。

Environmental resources are public property and are managed by the government. Therefore, the solution of environmental problems requires the intervention of public power. Therefore, legal regulations are always an indispensable part. Environmental protection legislation makes a detailed plan for the goals, responsibilities, methods and attribution of costs for environmental protection, and codifies it so that it has the binding force of law.
This course provides an introduction to laws and regulations based on legislative reasons, practice and case studies. It is expected to train students to understand the methods and skills of studying environmental protection laws and regulations, and to have a more complete understanding of the legislative spirit and implementation methods of existing environmental protection laws and regulations. In the future, whether students are in government departments, business units or engineering consulting agencies, they will be more familiar with the formulation and implementation of environmental protection policies and laws, and will have directions to follow in preparing for various examinations.

Regulations are abstract or general texts that specifically express government policies and serve as norms for social life. Environmental protection legislation makes a detailed plan for the goals, responsibilities, methods and attribution of costs for environmental protection, and codifies it so that it has the binding force of law.
