6655 - 環境保護政策專題 Seminar on Environmental Protection Policies


教育目標 Course Target

政府為因應產業發展、都市規劃、土地利用及生活型態轉變,所提出政策往往偏重經濟成長而缺乏永續環境治理意識,致使政策擬定上鮮少顧及環境資本而走向線性經濟成長思維,若不透過適當的環境保護政策進行調適,環境資源與生態將面臨浩劫與不可逆之衝擊。本課程規劃透過環境公害之介紹,以及保護政策之擬定過程讓學習者了解環境保護政策之內涵與效用,並結合國內重要之環境公共議題之環境政策剖析,讓學習者了解不同環境保護政策需思考的經濟誘因、管制作為、風險認知與社會溝通,最後,也透過報告方式,讓學習者就所關心之環境議題提出可能的解決對策。In response to industrial development, urban planning, land use and lifestyle changes, the policies proposed by the government often focus on economic growth and lack awareness of sustainable environmental governance. As a result, environmental capital is rarely taken into account in policy formulation and it moves towards a linear economic growth mindset. If it is not Through the adjustment of appropriate environmental protection policies, environmental resources and ecology will face catastrophic and irreversible impacts. This course is designed to allow learners to understand the connotation and effectiveness of environmental protection policies through the introduction of environmental hazards and the formulation process of protection policies. It also combines the analysis of environmental policies with important domestic environmental public issues to allow learners to understand the different environmental protection policies that need to be considered. Economic incentives, regulatory actions, risk perceptions and social communication. Finally, through reports, learners can propose possible solutions to environmental issues of concern.
