政府為因應產業發展、都市規劃、土地利用及生活型態轉變，所提出政策往往偏重經濟成長而缺乏永續環境治理意識，致使政策擬定上鮮少顧及環境資本而走向線性經濟成長思維，若不透過適當的環境保護政策進行調適，環境資源與生態將面臨浩劫與不可逆之衝擊。本課程規劃透過環境公害之介紹，以及保護政策之擬定過程讓學習者了解環境保護政策之內涵與效用，並結合國內重要之環境公共議題之環境政策剖析，讓學習者了解不同環境保護政策需思考的經濟誘因、管制作為、風險認知與社會溝通，最後，也透過報告方式，讓學習者就所關心之環境議題提出可能的解決對策。Due to industry development, urban planning, land use and lifestyle changes, the government has proposed policies that often focus on economic growth and lack the awareness of sustainable environmental governance, resulting in policies that set aside little attention and environmental capital and move towards a linear economic growth mindset. Through appropriate environmental protection policies, environmental resources and ecology will face catastrophes and irreversible impacts. This course plan provides students with an introduction to environmental pollution and the defining process of protection policies to understand the connotation and effectiveness of environmental protection policies, and combines environmental policy analysis of important environmental public issues in the country, so that learners can understand different environmental protection policies that need to be considered Finally, through reporting, learners can propose possible solutions to environmental issues of concern.
