二次大戰後，由於經濟發展與對人民服務項目的增加，促使政府的規模不斷的膨脹，形成大政府下「行政國」（Administrative State）的現象。然而石油危機後，各國政府體認到人民的需求無限，政府財政的能力有限的事實，現今大部分公共管理工作，已非政府部門單獨執行即可，必須跨越組織與地域疆界的藩籬，結合政府與民間的力量，建立跨域網絡關係，營造一加一大於二的綜效，因此中央與地方政府、地方政府間，政府結合企業與公民社會的資源，共同推動公共服務的跨域治理成為當代民主治理的顯學。本課程擬藉由公共管理與跨域治理相關理論概念的講授與說明，以及相關個案的解析，來培養學生思考與解決問題的能力。After World War II, due to economic development and the increase in services to the people, the scale of the government continued to expand, forming the phenomenon of an "Administrative State" under a big government. However, after the oil crisis, governments around the world realized that the people's needs are unlimited and the government's financial capabilities are limited. Nowadays, most public management work can no longer be performed by non-governmental departments alone. It must transcend organizational and geographical boundaries and work with the government Establish cross-domain network relationships with the power of the private sector to create a synergistic effect of one plus one greater than two. Therefore, between the central and local governments, and between local governments, the government combines the resources of enterprises and civil society to jointly promote cross-domain governance of public services to become a contemporary Explicit knowledge of democratic governance. This course aims to cultivate students' thinking and problem-solving abilities through the teaching and explanation of theoretical concepts related to public management and cross-domain governance, as well as the analysis of relevant cases.
