教育目標 Course Target

隨著時代巨輪的轉動,當代的資通訊科技(information and communications technologies,ICTs)幾乎是無所不在,舉凡食衣住行育樂等活動,都可以看見ICTs的應用,在這樣的系絡之下,「科技」、「政府」與「社會」的關聯已經不同以往,三者相互緊密連結。因此,本課程誠摯邀請同學一起來觀察與思考,當前各種「興新科技」應用後所產生的數位服務,如何影響與改變「政府」與「社會」之間的互動模式。 換句話說,在ICTs快速進步與成熟的影響下,過去許多必須面對面才能申辦的業務,已經紛紛轉向資訊化、數位化、電子化,甚至是虛擬化等形式,這股全球性的發展趨勢不僅主導著私人企業的經營模式,亦翻轉了公共組織的治理思維,尤其在各類行動載具(mobile device)日益普及的條件下,政府的數位服務也逐漸生活化與日常化。 然而,絕大多數之公共服務的數位轉型(digital transformation)並非是一蹴可幾,而是各級機關長期努力的成果。就我國電子化政府(e-government)的發展歷程來看,政府自1998年開始推動相關方案,經過20多年的努力,目前已經邁入「智慧政府2.0」(2021-2025年)的階段,未來將著重於加速資料釋出、活用民生資料、連結科技應用,以及建構精準可信賴之數位基礎環境等目標。 是以,將政府與非政府行動者納入數位服務提供的一環,即電子治理(e-governance)的概念,早已成為當前各國推動數位治理的模式之一,而在COVID-19的防疫期間,各種數位服務及防疫措施的應用,便是政府與民間協力合作的豐碩成果之一。 因之,本課程奠基於資訊科技、公共管理及政策分析等知識基礎,進一步納入跨域治理與協力治理等新興理論之觀點,藉此辨識及梳理有助於體現「良善電子治理」的相關要素與具體條件,同時,根據研析內容的主題,進一步搭配國內、外實際的研究案例,讓同學能夠瞭解在不同的治理系絡與管理議題中,數位治理對於各類公共價值之實踐的效果與限制。 詳言之,本課程之規劃將以個案分析為主,主要授課內容包括: 一、數位治理的基本概念與應用案例 二、電子化政府基本元素與發展歷程 三、數位治理的執行架構(含內部管理及外部治理) 四、電子跨域治理的理論與實務 五、數位治理的挑戰與限制 六、數位治理的未來與展望As the wheel of the times turns, contemporary information and communications technologies (ICTs) are almost ubiquitous. The application of ICTs can be seen in all activities such as food, clothing, housing, transportation, and entertainment. Therefore, this course sincerely invites students to observe and think about how the digital services generated by the current application of various "emerging technologies" affect and change the interaction model between "government" and "society". In other words, under the influence of the rapid progress and maturity of ICTs, many businesses that had to be applied face-to-face in the past have turned to informatization, digitization, electronics, and even virtualization. This global development trend is not only The business model that dominates private enterprises has also reversed the governance thinking of public organizations. Especially with the increasing popularity of various mobile devices, government digital services have gradually become more and more everyday. However, the digital transformation of most public services does not happen overnight, but is the result of long-term efforts by agencies at all levels. Judging from the development history of my country's electronic government (e-government), the government began to promote relevant programs in 1998. After more than 20 years of efforts, it has now entered the stage of "Smart Government 2.0" (2021-2025). In the future It will focus on accelerating data release, utilizing people's livelihood data, connecting technology applications, and building an accurate and reliable digital infrastructure environment. Therefore, the concept of integrating government and non-governmental actors into the provision of digital services, that is, e-governance, has long become one of the current models for promoting digital governance in various countries. During the COVID-19 epidemic prevention period, various The application of digital services and epidemic prevention measures is one of the fruitful results of the collaborative cooperation between the government and the private sector. Therefore, this course is based on the knowledge base of information technology, public management and policy analysis, and further incorporates the perspectives of emerging theories such as cross-domain governance and collaborative governance, so as to identify and sort out the relevant aspects that can help embody "good e-governance". elements and specific conditions. At the same time, according to the theme of the research and analysis content, it is further matched with actual research cases at home and abroad, so that students can understand the effect of digital governance on the practice of various public values ​​in different governance systems and management issues. with restrictions. Specifically, the planning of this course will be based on case analysis, and the main teaching contents include: 1. Basic concepts and application cases of digital governance 2. Basic elements and development process of electronic government 3. Execution structure of digital governance (including internal management and external governance) 4.
