隨著時代巨輪的轉動，當代的資通訊科技（information and communications technologies，ICTs）幾乎是無所不在，舉凡食衣住行育樂等活動，都可以看見ICTs的應用，在這樣的系絡之下，「科技」、「政府」與「社會」的關聯已經不同以往，三者相互緊密連結。因此，本課程誠摯邀請同學一起來觀察與思考，當前各種「興新科技」應用後所產生的數位服務，如何影響與改變「政府」與「社會」之間的互動模式。
換句話說，在ICTs快速進步與成熟的影響下，過去許多必須面對面才能申辦的業務，已經紛紛轉向資訊化、數位化、電子化，甚至是虛擬化等形式，這股全球性的發展趨勢不僅主導著私人企業的經營模式，亦翻轉了公共組織的治理思維，尤其在各類行動載具（mobile device）日益普及的條件下，政府的數位服務也逐漸生活化與日常化。
然而，絕大多數之公共服務的數位轉型（digital transformation）並非是一蹴可幾，而是各級機關長期努力的成果。就我國電子化政府（e-government）的發展歷程來看，政府自1998年開始推動相關方案，經過20多年的努力，目前已經邁入「智慧政府2.0」（2021-2025年）的階段，未來將著重於加速資料釋出、活用民生資料、連結科技應用，以及建構精準可信賴之數位基礎環境等目標。
是以，將政府與非政府行動者納入數位服務提供的一環，即電子治理（e-governance）的概念，早已成為當前各國推動數位治理的模式之一，而在COVID-19的防疫期間，各種數位服務及防疫措施的應用，便是政府與民間協力合作的豐碩成果之一。
因之，本課程奠基於資訊科技、公共管理及政策分析等知識基礎，進一步納入跨域治理與協力治理等新興理論之觀點，藉此辨識及梳理有助於體現「良善電子治理」的相關要素與具體條件，同時，根據研析內容的主題，進一步搭配國內、外實際的研究案例，讓同學能夠瞭解在不同的治理系絡與管理議題中，數位治理對於各類公共價值之實踐的效果與限制。

However, the digital transformation of most public services does not happen overnight, but is the result of long-term efforts by agencies at all levels. Judging from the development history of my country's electronic government (e-government), the government began to promote relevant programs in 1998.
