隨著時代巨輪的轉動,當代的資通訊科技(information and communications technologies,ICTs)幾乎是無所不在,舉凡食衣住行育樂等活動,都可以看見ICTs的應用,在這樣的系絡之下,「科技」、「政府」與「社會」的關聯已經不同以往,三者相互緊密連結。因此,本課程誠摯邀請同學一起來觀察與思考,當前各種「興新科技」應用後所產生的數位服務,如何影響與改變「政府」與「社會」之間的互動模式。
換句話說,在ICTs快速進步與成熟的影響下,過去許多必須面對面才能申辦的業務,已經紛紛轉向資訊化、數位化、電子化,甚至是虛擬化等形式,這股全球性的發展趨勢不僅主導著私人企業的經營模式,亦翻轉了公共組織的治理思維,尤其在各類行動載具(mobile device)日益普及的條件下,政府的數位服務也逐漸生活化與日常化。
然而,絕大多數之公共服務的數位轉型(digital transformation)並非是一蹴可幾,而是各級機關長期努力的成果。就我國電子化政府(e-government)的發展歷程來看,政府自1998年開始推動相關方案,經過20多年的努力,目前已經邁入「智慧政府2.0」(2021-2025年)的階段,未來將著重於加速資料釋出、活用民生資料、連結科技應用,以及建構精準可信賴之數位基礎環境等目標。
是以,將政府與非政府行動者納入數位服務提供的一環,即電子治理(e-governance)的概念,早已成為當前各國推動數位治理的模式之一,而在COVID-19的防疫期間,各種數位服務及防疫措施的應用,便是政府與民間協力合作的豐碩成果之一。
因之,本課程奠基於資訊科技、公共管理及政策分析等知識基礎,進一步納入跨域治理與協力治理等新興理論之觀點,藉此辨識及梳理有助於體現「良善電子治理」的相關要素與具體條件,同時,根據研析內容的主題,進一步搭配國內、外實際的研究案例,讓同學能夠瞭解在不同的治理系絡與管理議題中,數位治理對於各類公共價值之實踐的效果與限制。
