Indigenous Social Work

教育目標 Course Target

當代原住民族社會工作發展已呈現巨大變化,社會結構面向依循著80年代臺灣民主化運動、主體意識提升以及回應多元文化社會的態度和行動,創造了近十年來關於原住民族社會工作論述和實踐發展,從個人問題取向轉向至族群文化面向。在論述上呈現著文化能力、文化安全、文化轉譯、文化主權和歷史創傷等思考;在實際行動上則更關注原住民族世界觀和生活慣習,如何落實在社會福利服務介入模式之中。無論論述思考或實踐行動均面向一個共同的議題——環境和生態,一方面立基於原住民族生活體系中人與自然的不可分割性;二方面在權利觀點上逐漸從個人權利轉而重視集體權利,原住民族集體權利觀點亦強調文化和環境。因此,這門課程將自文化、環境與生態面向,探究社會工作介入的可能性,以及居間衍生的各種影響和衝擊,自論述層次思索行動,從行動實踐反饋觀點,期待在族群工作中觸及解殖的行動基礎和意義。

The development of contemporary social work for indigenous peoples has shown tremendous changes. The social structure aspect follows Taiwan's democratization movement in the 1980s, the improvement of subject consciousness, and the attitudes and actions in response to a multicultural society. This has created the development of discourse and practice on social work for indigenous peoples in the past ten years, shifting from a personal problem orientation to an ethnic cultural aspect. The discussion presents thoughts on cultural competency, cultural safety, cultural translation, cultural sovereignty and historical trauma; in practical action, it pays more attention to the worldview and living habits of indigenous peoples, and how to implement them in the social welfare service intervention model. Regardless of the discussion, thinking or practical actions, they are all oriented towards a common topic - environment and ecology. On the one hand, it is based on the inseparability of humans and nature in the life system of indigenous peoples; on the other hand, the rights perspective gradually shifts from individual rights to collective rights. The collective rights perspective of indigenous peoples also emphasizes culture and environment. Therefore, this course will explore the possibility of social work intervention from the perspective of culture, environment and ecology, as well as the various influences and impacts derived from it, think about action from the discursive level, and feedback perspectives from action practice, hoping to touch upon the action foundation and significance of decolonization in ethnic work.
