二次大戰後，由於經濟發展與對人民服務項目的增加，促使政府的規模不斷的膨脹，形成大政府下「行政國」（Administrative State）的現象。然而石油危機後，各國政府體認到人民的需求無限，政府財政的能力有限的事實，現今大部分公共管理工作，已非政府部門單獨執行即可，必須跨越組織與地域疆界的藩籬，結合政府與民間的力量，建立跨域網絡關係，營造一加一大於二的綜效，因此中央與地方政府、地方政府間，政府結合企業與公民社會的資源，共同推動公共服務的跨域治理成為當代民主治理的顯學。本課程擬藉由跨域治理相關理論概念的講授與說明，以及跨域治理個案的解析，來培養同學們思考與解決問題的能力。After the Second Great War, due to the increase in economic development and the increase in service to the people, the government's scale has continued to expand, forming the phenomenon of "Administrative State" under the large government.
