撰寫《美國大城市的生與死》（The Death and Life of Great American Cities）的美國知名作家Jane Jacobs（1916-2006）曾說：「城市是一種心靈的狀態，一種獨特的風格習慣、思想自由和情感豐富的實體。」這段充滿文藝風情的「城市定義」，早於1961年前述作品出版時期，便是Jacobs女士關注城市社區發展的理念架構。對造臺灣的都市發展，這樣的定義期待來得晚，但卻已經開始蓬勃於各主要城市（甚至是鄉村）。人們到底在什麼力量的引導下，開始重新定義、追求其想要的「都會」景致與體制，而這樣的都會管理變遷過程主要的參與者（團體或組織）到底為何？各自扮演哪些不同以往的角色功能？提出哪些煥然一新的構想創意？當然，同時可能衍生哪些對立衝突？對整體市民生活、政府權責機關、相關參與組織又帶來哪些衝擊與影響？這些都是本課程從行政管理與政策、非營利組織發展的角度切入，想要探討的議題。
為瞭解前述議題，本課程從基本都會治理理論與都會政府組織結構介紹著手，相關主題依序包括：理論架構與案例解說、都會議程與發展背景、治理原則、都會變遷與結構轉變、縣市合併、區域治理、都會議題、都會治理與未來發展。在都會議題部分，蒐集的文獻案例涉及「財政與經濟發展、都會開發、服務外包、社會福利、環境永續、空間營造、性產業、教育、觀光產業、防洪整治、社區發展、領導與參與、景觀營造、古蹟保護、文化維護」等議題。在各類議題討論時，將偏重非營利部門參與相關議題經驗的導入，藉由相關主張的對象，增進對當前與未來都會治理思維與策略的發展依據。Jane Jacobs (1916-2006), a well-known American writer who wrote "The Death and Life of Great American Cities" once said: "City is a state of mind, a unique style and freedom of thought. and emotionally rich body." This "urban definition" full of literary style was the conceptual structure of Ms. Jacobs focusing on urban community development as early as the publication of the aforementioned works in 1961. This definition is expected to be too late for the urban development of Taiwan, but it has begun to flourish in major cities (even villages). Under the guidance of what force do people begin to redefine and pursue the "metropolitan" scenery and system they want, and what are the main participants (groups or organizations) in this urban management change process? What roles do they play in different past roles? What innovative ideas should be proposed? Of course, what conflicts may arise at the same time? What impacts and impacts have it brought to the overall life of citizens, governmental rights and related participation organizations? These are the topics that this course wants to explore from the perspective of administrative management, policy, and non-profit organization development.
In order to understand the above-mentioned issues, this course starts from the basic metropolitan governance theory and the introduction of metropolitan government organization structure. The relevant topics include: theoretical structure and case explanation, metropolitan meeting course and development background, governance principles, metropolitan transformation and structure transformation, and county and city merger , regional governance, metropolitan topics, metropolitan governance and future development. In the Metropolitan Conference topic, the collected documents cover "financial and economic development, metropolitan development, service outsourcing, social welfare, environmental sustainability, space operation, sex industry, education, lighting industry, flood control, community development, leadership and participation, Landscape construction, ancient landscaping protection, cultural maintenance and other issues. When discussing various issues, we will focus on the introduction of experience in non-profit departments and relevant issues, and through relevant initiatives, we will increase the development basis for the current and future governance thinking and strategies.
