撰寫《美國大城市的生與死》(The Death and Life of Great American Cities)的美國知名作家Jane Jacobs(1916-2006)曾說:「城市是一種心靈的狀態,一種獨特的風格習慣、思想自由和情感豐富的實體。」這段充滿文藝風情的「城市定義」,早於1961年前述作品出版時期,便是Jacobs女士關注城市社區發展的理念架構。對造臺灣的都市發展,這樣的定義期待來得晚,但卻已經開始蓬勃於各主要城市(甚至是鄉村)。人們到底在什麼力量的引導下,開始重新定義、追求其想要的「都會」景致與體制,而這樣的都會管理變遷過程主要的參與者(團體或組織)到底為何?各自扮演哪些不同以往的角色功能?提出哪些煥然一新的構想創意?當然,同時可能衍生哪些對立衝突?對整體市民生活、政府權責機關、相關參與組織又帶來哪些衝擊與影響?這些都是本課程從行政管理與政策、非營利組織發展的角度切入,想要探討的議題。
為瞭解前述議題,本課程從基本都會治理理論與都會政府組織結構介紹著手,相關主題依序包括:理論架構與案例解說、都會議程與發展背景、治理原則、都會變遷與結構轉變、縣市合併、區域治理、都會議題、都會治理與未來發展。在都會議題部分,蒐集的文獻案例涉及「財政與經濟發展、都會開發、服務外包、社會福利、環境永續、空間營造、性產業、教育、觀光產業、防洪整治、社區發展、領導與參與、景觀營造、古蹟保護、文化維護」等議題。在各類議題討論時,將偏重非營利部門參與相關議題經驗的導入,藉由相關主張的對象,增進對當前與未來都會治理思維與策略的發展依據。Jane Jacobs (1916-2006), a well-known American writer who wrote "The Death and Life of Great American Cities" once said: "A city is a state of mind, a unique style and habit, freedom of thought and an entity rich in emotion." This literary and artistic "city definition" was the conceptual framework of Ms. Jacobs's focus on urban community development as early as 1961, when the aforementioned work was published. For Taiwan's urban development, such a definition came late, but it has already begun to flourish in major cities (and even villages). Under the guidance of what force, people began to redefine and pursue the "urban" scenery and system they wanted, and who were the main participants (groups or organizations) in this urban management change process? What different roles and functions do each play? What new ideas can you come up with? Of course, what possible conflicts may arise at the same time? What impact will it have on the overall lives of citizens, government agencies, and relevant participating organizations? These are the topics that this course wants to explore from the perspective of administrative management and policy, and non-profit organization development.
In order to understand the aforementioned issues, this course starts with an introduction to basic urban governance theory and the organizational structure of urban government. Related topics include in order: theoretical framework and case explanations, urban agenda and development background, governance principles, urban changes and structural changes, and county and city mergers. , regional governance, urban issues, urban governance and future development. In the urban topic section, the collected literature cases include "finance and economic development, urban development, service outsourcing, social welfare, environmental sustainability, space construction, sex industry, education, tourism industry, flood control and remediation, community development, leadership and participation, Landscape construction, monument protection, cultural maintenance" and other issues. When discussing various issues, emphasis will be placed on introducing the experience of the non-profit sector in participating in relevant issues, and using relevant advocacy objects to enhance the basis for the development of current and future urban governance thinking and strategies.
