文官素質的良窳，關乎國家發展之興衰，而「為國掄才」向來是公共行政專業系所的使命，也是本系學生畢業後的主要岀路之一。因此，本課程之學習目的主要有二：
一是強化同學在行政學基本架構與組織理論的知識深度，並培養整合運用的能力，以利於未來選擇參加國家考試時，能在答題上更加得心應手。基此，本課程會以「系統性途徑」的觀點，搭配「問題導向」的學習方式，著重行政學知識的全觀性思維，並將其運用於國家考試題目的解析。
二是訓練同學與共學夥伴一同完成學習生涯計畫，協助同學對未來繼續深造或參加就業考試預作準備。基此，本課程透過腦力激盪（Brainstorming），讓同學設計一份「甘特圖」或「心智蔓陀蘿」，做為屬於自己的學習計畫書。
The quality of civil servants is related to the national development and the decline of national development, and "preparing for national talents" has always been the mission of the department of public administration and one of the main ways out for students in this department after graduation. Therefore, there are two main learning purposes in this course:
First, strengthen the students' knowledge depth in the basic structure of administrative studies and organizational theory, and cultivate the ability to integrate and use them, so that they can be more comfortable in answering questions when choosing to participate in national exams in the future. Based on this, this course will focus on the full viewing of administrative knowledge with the "systematic approach" perspective and analyze the purpose of national examination questions.
The second is to train students and students to complete their learning career plans together with their students to help them prepare for their future further studies or take part in the career exam. Based on this, this course uses brainstorming to design a "Gantt Picture" or "Mental Mantos" to make it your own learning plan.
