資本主義與個人主義發展至今,造成個人常為了私利而傷害他人利益,人與人間關係的疏離,輿論普遍認為社會資本在逐漸流失,傳統社會秩序與社會規範在鬆動,使得近年全球政治、經濟與社會環境的急劇變遷,產生社會問題。而台灣在1987年解嚴之後,民間社會力蓬勃發展,對於政府(第一部門)未能服務與解決之問題與需求,且違背企業(第二部門)利潤最大化之領域,第三部門(公益組織、非營利組織、非政府組織)的賦權,適可補足與回應公私兩部門厲有未逮之處,並使健全國家與社會發展更為健全。加以近年網絡與年輕世代加速台灣民間動能快速運轉,形成台灣社會第三部門與公民社會高度發展。故而本課程擬探討第三部門與政府、企業與社會的關係,並讓政府了解民意的方向,且能夠凝聚全民團結與共識,克服各項的危機與挑戰。
本課程之目標乃使學習者,了解第三部門(或非營利組織)的意涵與使命、功能之理論基礎,以及論述第三部門和政府互動、第三部門與企業、第三部門與社會企業發展之關係等面向,並了解非營利組織本身經營管理之理論與挑戰。而為培養學生具備非營利組織實務管理就業能力,亦將藉由專家實務分享與團體分組作業,培養學生具備專案管理、計畫書、成果報告撰寫能力。教學法將針對課程主題,藉由理論的析探,並以國內外相關第三部門個案做探討,並藉由團體分組報告,讓學生能夠將理論與實務作結合,以強化其學習成效與專業能力;且透過學習者對第三部門的認識了解,進而願意參與和投入第三部門行列,期望帶給學習者在生活之不同思考面向與體驗。

In addition, in recent years, the Internet and the younger generation have accelerated the rapid operation of Taiwan's civil energy, forming a highly developed third sector of Taiwanese society and civil society. Therefore, this course intends to explore the relationship between the third sector and the government, enterprises and society, and allow the government to understand the direction of public opinion, and to build unity and consensus among the people to overcome various crises and challenges.
The goal of this course is to enable learners to understand the meaning, mission, and theoretical basis of functions of the third sector (or non-profit organizations), as well as to discuss the interaction between the third sector and the government, the third sector and enterprises, and the third sector and society. Relationships and other aspects of enterprise development, and understand the theories and challenges of the management of non-profit organizations themselves. In order to cultivate students' employability in practical management of non-profit organizations, experts' practical sharing and group assignments will also be used to cultivate students' project management, plan writing, and results report writing abilities. The teaching method will be based on the course theme, through theoretical analysis, and discussion of relevant third-party cases at home and abroad, and through group reports, allowing students to combine theory and practice to enhance their learning effectiveness and professionalism. ability; and through learners’ understanding of the third sector, they are willing to participate and invest in the ranks of the third sector, hoping to bring learners different aspects of thinking and experience in life.
