資本主義與個人主義發展至今,造成個人常為了私利而傷害他人利益,人與人間關係的疏離,輿論普遍認為社會資本在逐漸流失,傳統社會秩序與社會規範在鬆動,使得近年全球政治、經濟與社會環境的急劇變遷,產生社會問題。而台灣在1987年解嚴之後,民間社會力蓬勃發展,對於政府(第一部門)未能服務與解決之問題與需求,且違背企業(第二部門)利潤最大化之領域,第三部門(公益組織、非營利組織、非政府組織)的賦權,適可補足與回應公私兩部門厲有未逮之處,並使健全國家與社會發展更為健全。加以近年網絡與年輕世代加速台灣民間動能快速運轉,形成台灣社會第三部門與公民社會高度發展。故而本課程擬探討第三部門與政府、企業與社會的關係,並讓政府了解民意的方向,且能夠凝聚全民團結與共識,克服各項的危機與挑戰。
本課程之目標乃使學習者,了解第三部門(或非營利組織)的意涵與使命、功能之理論基礎,以及論述第三部門和政府互動、第三部門與企業、第三部門與社會企業發展之關係等面向,並了解非營利組織本身經營管理之理論與挑戰。而為培養學生具備非營利組織實務管理就業能力,亦將藉由專家實務分享與團體分組作業,培養學生具備專案管理、計畫書、成果報告撰寫能力。教學法將針對課程主題,藉由理論的析探,並以國內外相關第三部門個案做探討,並藉由團體分組報告,讓學生能夠將理論與實務作結合,以強化其學習成效與專業能力;且透過學習者對第三部門的認識了解,進而願意參與和投入第三部門行列,期望帶給學習者在生活之不同思考面向與體驗。
The development of capitalism and personalism has caused people to harm the interests of others for their own benefit. The alienation of relationships between people generally believes that social capital is gradually losing, and the traditional social order and social regulations are relaxed, which has led to urgent changes in global politics, economy and social environment in recent years, resulting in social problems. After Taiwan's severed in 1987, the civil society has developed vigorously. Its rights to the government (Part 1) fail to serve and solve problems and needs, and it is against the field of maximizing corporate (Part 2) profits. The third (public welfare organizations, non-profit organizations, and non-government organizations) are suitable for the lack of arrests in the two public and private departments, and make the national and social development more sound. In addition, the rapid movement of the Taiwan civil society has accelerated the rapid movement of the Taiwan people in recent years, forming a high degree of development of the third part of Taiwan society and civil society. Therefore, this course explores the relationship between the third part and the government, enterprises and society, and allows the government to understand the direction of public opinion, and can gather the whole nation to unite and share the same, and overcome various crises and challenges.
The goal of this course is to enable learners to understand the conceptual basis of the third door (or non-profit organization) and the theoretical basis of the mission and function of the third door, the relationship between the third door and the government, the third door and the enterprise, the third door and the social enterprise development, and to understand the theories and challenges of the non-profit organization itself in the management of the non-profit organization. In order to cultivate students with the ability to prepare for non-profit organization practical management, students will also cultivate students with the ability to prepare for project management, planning books, and achievement reports through expert practical sharing and group division. The teaching method will analyze the course topics, explore the third part of the domestic and foreign relevant cases, and conduct group reports, so that students can combine theoretical discussions with practice to enhance their learning effectiveness and professional ability. Through the learners' understanding of the third part, they will be willing to participate and join the third part, hoping to bring learners the different thinking and experience in life.
