「政府與企業」（Government and Enterprise）的關係，是當前全球化趨勢下政府治理的一項重要議題，它涉及掌控政治權威的政府和握有生產工具的企業間的互動關係，因而也常被冠以「政商關係」俗稱。
在這個課題裡，「企業」並不限定在所謂的公司型態，而是泛指一般經營運作的生產單位，因而涵蓋了所有經由生產和交換過程、以追求利潤的各種商業組織。至於「政府」則指涉一套以公權力為基礎的制度與行為，權威性地影響市場資源與企業全體價值的配置。本課程將對政府與企業的角色與關係進行討論。
本課程的目標，在於協助同學瞭解政府與企業的互動關係與相關的說法，因而在課程設計上，首先從「國家」與「市場」兩大基本概念的認識與比較出發，逐步瞭解政府相關管制性政策與企業團體遊說運作對政企關係的影響，及其改變公共政策之方式，進而討論此二者的相互影響力在國家整體發展過程中的消長趨勢，期使同學除了能夠掌握政企互動，更能進一步在整合性的政治經濟學理論架構上，從兩岸關係、全球化等角度切入，來討論與解析政府與企業的互動問題。
The relationship between Government and Enterprise is an important issue in government governance under the current trend of globalization. It involves the interaction between governments that control political power and enterprises that possess production tools, and is therefore often It is called "political and business relations".
In this subject, "enterprise" is not limited to the so-called company type, but refers to the production units generally operated, and therefore covers all kinds of business organizations that pursue profits through the production and exchange process. As for the "government", it refers to a system and behavior based on public power, which authoritatively affects the allocation of market resources and the entire value of the enterprise. This course will discuss the role and relationship between government and enterprises.
The purpose of this course is to help students understand the interaction between the government and enterprises and related terms.
