Disability Politics and Human Rights

Course Target

Influenced by the disability rights movement in Europe and the United States in the 1970s, the awareness of the rights of people with disabilities has increased, shifting from traditional charity and medical perspectives to a social model of disability and a human rights approach. The United Nations announced the Convention on the Rights of Persons with Disabilities in 2006, and Taiwan passed the Implementing Law of the Convention on the Rights of Persons with Disabilities in 2014. People with disabilities are no longer regarded as a vulnerable group that needs to be protected, but as citizens who need to be respected and treated as equals. The state must protect the rights of people with disabilities to equal social participation, and institutional responses must also help people with disabilities live independently. In response to the development of human rights for people with disabilities, social work should keep pace with the times and break away from traditional charity and medical models. Understanding the social situation of people with disabilities requires a macro-perspective. This course trains students to explore the social situation of people with disabilities from social, economic, political, and cultural perspectives. First, we will introduce Western disability theory and the development of disability politics, and then conduct an in-depth discussion of contemporary disability human rights issues. It is expected that through the course, social work learners will be able to enhance their awareness of the rights of people with disabilities, and be able to reflect on the relationship between the social work helping profession and the disabled service groups, and have a critical perspective on disability issues and welfare services, and further reflect on how to maintain the possibility of equal social participation for people with disabilities through the intervention of the social work profession.
