受到1970年代歐美障礙權利運動之影響,障礙者權利意識提升,由傳統慈善、醫療觀點移轉至社會模式(social model of disability)與人權取向(human right approach)。聯合國於2006年宣布身心障礙者權利公約,臺灣更於2014年通過身心障礙者權利公約施行法。身心障礙者不再被視為弱勢、需要被保護的群體,而是需要被尊重與平等對待的公民,國家必須保障身心障礙者平等社會參與之權利,制度回應亦必須協助身障者自立生活。而因應身心障礙人權的發展,社會工作應該與時俱進,跳脫傳統慈善、醫療模式,對於身心障礙者的社會處境之理解需要鉅視的觀點,本課程訓練學生以社會、經濟、政治、文化觀點探討身心障礙者的社會處境。首先,介紹西方障礙理論、障礙政治動之發展,而後將針對當代障礙人權議題進行深入探討。期待透過課程提升社工學習者之障礙權利意識,並且能省思社會工作助人專業與身心障礙服務群體之關係,並且對於身心障礙議題與福利服務具備批判性的觀點,進一步省思如何透過社會工作專業介入,維護身心障礙者平等社會參與之可能。Influenced by the disability rights movement in Europe and the United States in the 1970s, the awareness of the rights of people with disabilities has increased, shifting from traditional charity and medical perspectives to a social model of disability and a human rights approach. The United Nations announced the Convention on the Rights of Persons with Disabilities in 2006, and Taiwan passed the Implementing Law of the Convention on the Rights of Persons with Disabilities in 2014. People with disabilities are no longer regarded as a vulnerable group that needs to be protected, but as citizens who need to be respected and treated as equals. The state must protect the rights of people with disabilities to equal social participation, and institutional responses must also help people with disabilities live independently. In response to the development of human rights for people with disabilities, social work should keep pace with the times and break away from traditional charity and medical models. Understanding the social situation of people with disabilities requires a macro-perspective. This course trains students to take a social, economic, political, and Cultural perspectives explore the social situation of people with disabilities. First, we will introduce the development of Western disability theory and political activism on disability, and then conduct an in-depth discussion on contemporary disability human rights issues. It is expected that through the course, social work learners will be able to enhance their awareness of the rights of people with disabilities, and be able to reflect on the relationship between the social work helping profession and the disabled service groups, and have a critical perspective on disability issues and welfare services, and further reflect on how to use the social work profession to Intervene to maintain the possibility of equal social participation for people with disabilities.
