受到1970年代歐美障礙權利運動之影響，障礙者權利意識提升，由傳統慈善、醫療觀點移轉至社會模式(social model of disability)與人權取向(human right approach)。聯合國於2006年宣布身心障礙者權利公約，臺灣更於2014年通過身心障礙者權利公約施行法。身心障礙者不再被視為弱勢、需要被保護的群體，而是需要被尊重與平等對待的公民，國家必須保障身心障礙者平等社會參與之權利，制度回應亦必須協助身障者自立生活。而因應身心障礙人權的發展，社會工作應該與時俱進，跳脫傳統慈善、醫療模式，對於身心障礙者的社會處境之理解需要鉅視的觀點，本課程訓練學生以社會、經濟、政治、文化觀點探討身心障礙者的社會處境。首先，介紹西方障礙理論、障礙政治動之發展，而後將針對當代障礙人權議題進行深入探討。期待透過課程提升社工學習者之障礙權利意識，並且能省思社會工作助人專業與身心障礙服務群體之關係，並且對於身心障礙議題與福利服務具備批判性的觀點，進一步省思如何透過社會工作專業介入，維護身心障礙者平等社會參與之可能。Influenced by European and American barrier rights movements in the 1970s, the rights awareness of barriers has been improved, and the shift from traditional charity and medical views to social model of disability and human right approach. The United Nations announced a statute of rights for persons with physical and mental disabilities in 2006, and Taiwan also passed the statute of rights for persons with physical and mental disabilities in 2014. People with physical and mental disabilities are no longer seen as weak and needing protection, but citizens who need to be respected and treated equally. The state must guarantee the right of people with physical and mental disabilities to participate equally in society, and institutional responses must also help people with physical and mental disabilities live independently. Due to the development of human rights with physical and mental disabilities, social work should keep pace with the times and jump to traditional charity and medical models. Understanding the social situation of people with physical and mental disabilities requires visual insights. This course trains students in society, economy, politics, Cultural views explore the social situation of people with physical and mental disabilities. First, we will introduce the development of Western barrier theory and obstacle political movements, and then we will conduct in-depth discussions on the issues of human rights for contemporary barriers. Looking forward to improving social workers' disability awareness through courses, and being able to reflect on the relationship between social work helping people and the physical and mental disability service community, and having a critical view on physical and mental disability issues and welfare services, and further reflect on how to reflect on social work expertise through social work Intervene and maintain equal social participation possibility for those with physical and mental disabilities.
