2514 - 都市設計概論 Introduction to Urban Design


教育目標 Course Target

作為一門專業必備的discipline課程,對已修習過四年級上學期的「都市計畫」課的同學,本課程是進一步帶領修課同學認識都市空間形式如何被形塑、空間美學形式背後所傳達的權力與社會文化意義,並由其中理解專業者可以用何種角色介入都市空間的改善。對於未修習過都市計畫的同學,本課程則是協助同學認識「都市設計」這個專業,並引導同學建立對於城市空間形式的敏銳性。 課程首先回顧近代都市空間設計/規劃領域的一些理念先行者、以及都市空間設計的具體實踐經驗來理解「都市設計」這一門專業;亦即,將我們過去一度聽聞過的都市設計流派與其引介的空間形式與管理模式,放回這些流派或理論被生產的時空以及其所面對的都市情境,協助同學理解「『都市設計』這個專業為何而生?」、「到底為何目的而設計?」。其次,本課程也將帶領同學認識傳統的都市計畫管制與建築技術規則(by-laws)的建築管理法令之下「消極規範」出的都市空間與台灣1980年代後其開始引入的都市設計審議機制下所「引導」出的「新」都市空間的「差異」,引導同學辨識「差異」前後呈顯的社會意義與公共價值,並由此分析與認知模擬介入城市空間形式的發展與變遷;亦即,熟悉「都市是否可以被設計?」、以及,「以何目的被設計?」。 因此,本課程將透過兩條主線趨近都市設計專業: 1. 由都市設計論述發展的時空中理解「都市設計」這個專業 ‧ 何種歷史或社會的因素催生了各不同年代的都市設計論述? ‧ 不同的都市設計論述意圖解決的都市問題為何? ‧ 論述如何實踐其自身?by whom?through what policy?who should be benefitted? 以及,論述實踐過程中可依附的社會經濟土壤為何? ‧ 論述實踐的過程的扭曲以及設計與權力/利益選擇性的親近 ‧ 全球化脈絡下都市新議程(agenda)的形成與典範的轉移(paradigm shift) 2. 由實質空間的解讀/尺度感的建立去掌握都市設計的操作工具 ‧ 獎勵誘因的提供/對私領域營造形式的引導干預與公-私介面的重新界定 ‧ 歷史街區的保存與窳漏地區的更新 ‧ 以空間形式的設計介入城市改革 As a necessary discipline course for professionals, for students who have studied the "Urban Planning" course for four years of primary school, this course is further developed by students in the course of learning how urban space forms are shaped and how space aesthetic forms are passed on. Power and social and cultural meanings, and understand what roles a professional can use to intervene in the improvement of urban space. For students who have not studied urban planning, this course is to help students understand the professional "urban design" and guide students to establish sensitivity to urban space forms. The course first looks back at some pioneers in the modern urban space design/planning field, as well as the specific experience of urban space design to understand the "urban design" profession; that is, we will use the urban design genre we have heard in the past. The space form and management model introduced with it are put back to the time and space of these schools or theories being produced and the urban situation they face, helping students understand "why is the profession of "urban design" born?" and "why is the purpose of designing ? ”. Secondly, this course will also bring classmates to the urban spaces derived from the "Volunteering Regulations" under the Architecture Management Act of the "Consumption Regulations" and the Urban Design Review that Taiwan began to introduce since the 1980s. The "guided" produced by the mechanism New "differences" in urban space, guiding students to identify the social meaning and public value that appear before and after the "differences", and thus analyze and recognize the development and change of the form of intervening in urban space; that is, familiar with "whether the city can be Design? ” and, “For what purpose is designed?”. Therefore, this course will be based on urban design expertise through two main lines: 1. Understanding the expertise of "urban design" in the space and time of urban design discussion ‧What historical or social factors have given birth to urban design arguments in different eras? ‧What are the urban problems solved by different urban design speculations? ‧ How to describe itself? by whom? Through what policy? Who should be benefitted? And, what is the social economic soil that can be attached to during the actual process? ‧ Discussing the distortion of the actual process and the closeness of design and power/interest options ‧ The formation of agenda and the paradigm shift under the globalization 2. Master the operation tools for urban design by using the interpretation of the actual space/establishing a sense of scale ‧ Provide rewards/guidance of private domain construction forms and redefinition of public-private interfaces ‧ Preservation of Historical Street and Update of Dirt Areas ‧ Intervening in urban reform through spatial design

作為一門專業必備的discipline課程,本課程接續四年級上學期的「都市計畫」課,將進一步帶領修課同學認識都市,並由其中理解專業者可以以何種角色介入都市空間的改善。 課程首先回顧近代都市空間設計/規劃領域的一些理念先行者、以及都市空間設計的具體實踐經驗來理解「都市設計」這一門專業;亦即,將我們過去一度聽聞過的都市設計流派與其創生的空間形式放回其被生產的時空,以及其所面對的都市情境,協助同學理解「『都市設計』這個專業為何而生?」、「到底為何而設計?」。其次,本課程則將透過都市計畫及建築技術規則(by-laws)所提供的種種管制工具,模擬介入城市的發展與變遷;亦即,熟悉「都市可以如何被設計?」。在進行前述的歷史回顧的同時,則透過學期報告的實際操作,以五都選舉後的台北、新北、台中、高雄四個都會區的都會與區域為關照的對象,讓同學將上、下兩學期之所學收攏於三月底的都市空間檢討報告之中。 因此,本課程將透過三條主線趨近都市設計專業: 1. 由都市設計論述發展的時空中理解都市設計 • 何種歷史或社會的因素催生了各不同年代的都市設計論述? • 不同的都市設計論述意圖解決的都市問題為何? • 論述如何實踐其自身?透過誰?透過何種政策?論述實踐過程中可依附的社會經濟土壤為何? • 論述實踐的過程的扭曲以及設計與權力/利益選擇性的親近 • 全球化脈絡下都市新議程(agenda)的形成與典範的轉移(paradigm shift) 2. 由實質空間的解讀/尺度感的建立去掌握都市設計的操作工具 • 開發單元/建築線與街廓尺度的掌握 • 歷史街區的保存與窳漏地區的更新 • 以空間形式介入城市改革 3. 由永續角度體檢/理解當下都市空間設計
As a necessary discipline course for professionals, this course continues with the four-year "Urban Planning" course, which will further lead students to learn about the city and understand what roles professionals can use to intervene in the improvement of urban space. The course first looks back at some pioneers in the modern urban space design/planning field, as well as the specific experience of urban space design to understand the "urban design" profession; that is, we have learned the urban design genre we have heard in the past and its creations. The space form returns to the time and space it is produced and the urban situation it faces, helping students understand "Why is the profession of "urban design" born?" and "Why is it designed?". Secondly, this course will simulate the development and change of cities through the control tools provided by urban planning and construction technology regulations (by-laws); that is, be familiar with "how can cities be designed?". While conducting the aforementioned historical review, through the actual operation of the reporting period, the metropolitan areas of Taipei, New Taipei, Taichung and Kaohsiung, selected by the five metropolitan areas, are the subjects of the relevant jurisdiction, so that students can go up and down to the two What I learned during the study period was in the urban space review report at the end of March. The interpretation of the actual space/establishment of a sense of scale Master the operating tools of urban design • Master the development unit/building line and street scale • Preservation of historical streets and updates of dirt areas • Involving urban reform in the form of space 3. From a permanent perspective, we can understand/understand the current urban space design
