政府的社會行政工作,是在人民的託付之下,規劃與執行當前民眾需求的福利服務,也必須要有能力掌握未來社會發展趨勢而預為規劃、調整與因應時勢變革。福利決策影響廣泛,行政組織團隊的人,應有社會學、政治學、經濟學、社會福利與社會工作等基礎知識的整合能力與訓練,更要有邏輯分析與理性思辨能力來判斷福利決策或行政作為的正負面影響以及涉及的利益團體與利害關係。
從事社會福利行政,是在組織中與人合作進行決策與計畫,因此要有組織觀與系統觀,要有與人合作能力與人際互動彈性。從事社會行政,處理的不僅是個人的問題,而是集體的需求判斷與規劃,因此必須要能多方蒐集資訊與實證資料,掌握民眾需求與環境條件,運用理性思維,清楚知道做這件事的價值、計畫方向與方法,更要有政治、社會、經濟的敏銳度,在適當時間做對的事情。
The government's social administrative work is entrusted by the people to plan and implement welfare services that meet the current needs of the people. It must also have the ability to grasp future social development trends and plan, adjust and adapt to changes in the current situation. Welfare decision-making has a wide impact. People in the administrative organization team should have the ability and training to integrate basic knowledge such as sociology, political science, economics, social welfare and social work. They should also have logical analysis and rational thinking skills to judge welfare decisions or The positive and negative impacts of administrative actions and the interest groups and stakes involved.
To engage in social welfare administration is to cooperate with people in an organization to make decisions and plans. Therefore, one must have an organizational and system perspective, as well as the ability to cooperate with others and the flexibility of interpersonal interaction. Engaging in social administration not only deals with personal problems, but also collective demand judgment and planning. Therefore, one must be able to collect information and empirical data from multiple sources, grasp the needs of the people and environmental conditions, use rational thinking, and clearly know the reasons for doing this. Values, planning direction and methods, but also political, social and economic acumen, to do the right thing at the right time.
This course embodies a comprehensive examination of human services administration; it covers the administrative functions, factual approaches, methods application, and managemental outlooks which involve a synthesis of practical and conceptual framework.
