如同OECD (2016) 成人能力評估計劃（PIAAC）的呼籲，「教育、培訓以及社會與公民生活」必須關注學生能力如何「可高度轉移」與「可學習」，本課程因而期待藉由課堂學術知識與國外案例（西班牙畢爾包古根漢美術館, Bilbao Guggenheim Museum）所衍生之「畢爾包效應 」的基礎上，修課同學以分組專案報告型式，在課堂文獻檢閱的基礎上，透過實地訪視、田野調查與分組討論等方式，聚焦臺中國家歌劇院National Taichung Theater的案例研究，期以修課同學能夠實踐、「高度轉移」從實務層面來認識與討論文化活動的相關議題：逐步認識文化的意涵、作用與文化產業化等的特性，進而了解文化行政所涉及的政策、法源與組織、經費與人事等業務與相關議題，以及文化行政從業人員應有的觀念與涵養，同時透過分析與檢討政府有關文化產業的政策與措施，期以提供同學進一步思考如何有效管理繁雜的文化行政庶務。As the OECD (2016) Adult Ability Assessment Program (PIAAC) calls, “education, training, social and civic life” must focus on how students’ abilities are “highly redirected” and “learningable”.
