如同OECD (2016) 成人能力評估計劃(PIAAC)的呼籲,「教育、培訓以及社會與公民生活」必須關注學生能力如何「可高度轉移」與「可學習」,本課程因而期待藉由課堂學術知識與國外案例(西班牙畢爾包古根漢美術館, Bilbao Guggenheim Museum)所衍生之「畢爾包效應 」的基礎上,修課同學以分組專案報告型式,在課堂文獻檢閱的基礎上,透過實地訪視、田野調查與分組討論等方式,聚焦臺中國家歌劇院National Taichung Theater的案例研究,期以修課同學能夠實踐、「高度轉移」從實務層面來認識與討論文化活動的相關議題:逐步認識文化的意涵、作用與文化產業化等的特性,進而了解文化行政所涉及的政策、法源與組織、經費與人事等業務與相關議題,以及文化行政從業人員應有的觀念與涵養,同時透過分析與檢討政府有關文化產業的政策與措施,期以提供同學進一步思考如何有效管理繁雜的文化行政庶務。As the OECD (2016) Adult Ability Assessment Program (PIAAC) calls, “education, training, social and civic life” must focus on how students’ abilities are “highly redirected” and “learningable”.
