本課程在使碩士班學生了解如何以一套概念、程序和工具,協助公共組織發展運作的策略,使之對環境的變化有所警覺,並更為有效地配置組織內部有限的資源,進而取得能夠永續的競爭優勢。然而,相對於於策略規劃與管理在私部門早已廣泛運用,公共組織中除研考單位因職司「中程施政計畫」,而必須運用、體現策略的規劃與管理,餘多無緣觸及,因此在進度安排上,修課同學首先將熟習一般私部門在包括願景與使命、內外環境評估、策略選擇與分析等要項的策略規劃,以及策略執行與策略評估等各階段所涉及的基本概念;其次再特別針對公共部門進行策略規劃應行面對的相關議題,加以探討,最後則就授課教師所給定期末實作題,分組完成足以展現應用、分析全期所學的期末報告,與負責評論同學相互對話,期能有助於修課同學掌握當前組織生存與發展的關鍵。This course provides insights into how to help public organizations develop their operations with a set of concepts, procedures and tools, so that they can be more aware of environmental changes, and more effectively configure limited resources within the organization to achieve success A competitive advantage that can last forever.
