環境規劃與管理是一門跨領域、整合性課程，它涵蓋了經濟、社會與環境等不同領域的內涵，進行環境規劃與管理時，除需具備環境科學與工程的基礎知識外，更必須涉略經濟、社會、行政、法律、管理、統計以及計算機科學等領域的知識，因為涵蓋面廣，初學者不容易深入了解環境規劃與管理的精神與內涵，其原因是缺乏永續經營與系統思維的核心概念，知其然而不知其所以然，陷入了點狀的思考陷阱。

系統思維是一種整體性、動態性的思維模式，它考慮系統單元之間的關聯、互動與回饋機制，系統思考可以協助我們發現問題的根本，看見問題的更多可能性，讓我們在面對複雜系統時看穿問題的表象，避免在決策過程中受困於自己的領域範圍（Territoriality）。為了使讀者了解如何將經濟、行政、法律與管理等不同學科知識融入環境規劃與管理的架構之中，本課程以系統理論為核心，介紹系統性的管理思維、系統性的評估、規劃、管理、控制與績效評估方法，使讀者在面對動態而複雜的環境管理問題，可以清楚的了解環境問題的核心、解決問題的程序與步驟以及如何選擇適合的決策管理工具。
