教育目標 Course Target

環境規劃與管理是一門跨領域、整合性課程,它涵蓋了經濟、社會與環境等不同領域的內涵,進行環境規劃與管理時,除需具備環境科學與工程的基礎知識外,更必須涉略經濟、社會、行政、法律、管理、統計以及計算機科學等領域的知識,因為涵蓋面廣,初學者不容易深入了解環境規劃與管理的精神與內涵,其原因是缺乏永續經營與系統思維的核心概念,知其然而不知其所以然,陷入了點狀的思考陷阱。 系統思維是一種整體性、動態性的思維模式,它考慮系統單元之間的關聯、互動與回饋機制,系統思考可以協助我們發現問題的根本,看見問題的更多可能性,讓我們在面對複雜系統時看穿問題的表象,避免在決策過程中受困於自己的領域範圍(Territoriality)。為了使讀者了解如何將經濟、行政、法律與管理等不同學科知識融入環境規劃與管理的架構之中,本課程以系統理論為核心,介紹系統性的管理思維、系統性的評估、規劃、管理、控制與績效評估方法,使讀者在面對動態而複雜的環境管理問題,可以清楚的了解環境問題的核心、解決問題的程序與步驟以及如何選擇適合的決策管理工具。 Environmental planning and management is an interdisciplinary, integrated course that covers the connotations of different fields such as economy, society and environment. Systems thinking is a holistic and dynamic thinking model. It considers the correlation, interaction and feedback mechanism between system units. Systems thinking can help us discover the root of the problem, see more possibilities for the problem, and allow us to face the problem more effectively. When working with complex systems, you can see through the surface of the problem and avoid being trapped in your own territory (Territoriality) in the decision-making process. In order to enable readers to understand how to integrate knowledge from different disciplines such as economics, administration, law, and management into the structure of environmental planning and management, this course takes systems theory as the core and introduces systematic management thinking, systematic evaluation, planning, and management , control and performance evaluation methods, so that readers can clearly understand the core of environmental problems, the procedures and steps for solving problems, and how to choose suitable decision-making management tools when facing dynamic and complex environmental management issues.
