透過實際案例,引證講述行政法的基本理論，包括基本概政救濟法。除此之外，並挑選實務指導學生蒐集、整理、分析、歸納當前行政程序運作缺失及其改善知道。本課程主要內容為：1.行政法之意義、種類、性質、效力、基本原則。2.行政作用法—行政規章、行政處分、行政契約、行政處罰、行政執行等。3.行政救濟法—訴願、行政訴訟、國家賠償、國家補償。4.行政法新發展趨勢。並藉理念的分析與現行制度運作之剖析，提出相關批判與改進之建議。

Through practical cases, the basic theories of administrative law, including basic administrative relief laws, are cited. In addition, practical guidance is given to students to collect, organize, analyze, and summarize current operational deficiencies in administrative procedures and their knowledge of improvement. The main contents of this course are: 1. The meaning, type, nature, effectiveness and basic principles of administrative law. 2. Administrative Action Law - Administrative regulations, administrative sanctions, administrative contracts, administrative penalties, administrative execution, etc. 3. Administrative Relief Law—Appeals, administrative litigation, state compensation, and state compensation. 4. New development trends in administrative law. And through the analysis of concepts and the analysis of the operation of the current system, relevant criticisms and suggestions for improvement are put forward.

我國行政程序法法典化運動固然已完成，但是理論與實務上仍存在諸多爭議未解之法律問題，本課程挑選一些常見且重要爭議問題以及相關之案例、解釋、判決及文獻，作為討論之參考。也讓學習者能結合理論與實務，並知悉癥結所在。

Although the codification movement of my country's administrative procedure law has been completed, there are still many controversial and unresolved legal issues in theory and practice. This course selects some common and important controversial issues as well as related cases, interpretations, judgments and documents as a reference for discussion. It also allows learners to combine theory and practice and understand the key points.
