1989年通過的聯合國《兒童權利公約》(Convention on the Rights of the Child, CRC)為保障兒童公民、政治、經濟、社會和文化等權利,並且規範關於兒童事務與政策,應以兒少最佳利益為主要考量。台灣亦於2014年通過兒童權利公約施行法,賦予CRC國內法律效力,並要求日後法令制訂和機關職權皆須遵守此國際基礎標準,以保障兒童少年基本人權。2017年首次提交國家報告並進行國際審查,結論性意見特別建議台灣應依據《聯合國兒童替代性照顧準則》給予兒少最適當的安置。
本課程為研究所選修課程,主要會從兒童權利的觀點出發,敘明替代性照顧服務的內涵與發展,並且依序介紹寄養照顧、機構安置、收出養、團體家庭、自立方案等不同形式的替代性照顧服務。上課方式將以教師授課為主,輔以案例討論分析,同時亦會培養同學閱讀英文期刊的能力,增加同學對於國外實證研究與觀點的理解,以及對兒童福利服務相關議題的敏感度與反思能力。The Convention on the Rights of the Child (CRC), passed in 1989, should take the best interests of children to protect their citizens, politics, economy, society and culture, and to ensure children's affairs and policies. Taiwan also adopted the Child Rights Convention Implementation Law in 2014 to grant CRC domestic legal effect, and requires that future legal orders and agency responsibilities comply with this international basic standard to protect the basic human rights of children and teenagers. In 2017, the national report was submitted for the first time and an international review was conducted. The concluding opinions specifically suggested that Taiwan should give the least the most appropriate placement in accordance with the United Nations Children Alternative Care Standards.
This course is an internship course, which mainly develops from the perspective of child rights, identifies the connotation and development of alternative care services, and introduces different forms of alternative care services such as nursing care, institutional placement, collection care, group family, and self-reliance programs in sequence. The coursework will be mainly taught by teachers, and will be discussed and analyzed based on case studies. At the same time, it will also cultivate the ability of students to read English journals, increase their understanding of foreign practical research and views, as well as their sensitivity and reflection skills to related topics of child welfare services.
