1989年通過的聯合國《兒童權利公約》(Convention on the Rights of the Child, CRC)為保障兒童公民、政治、經濟、社會和文化等權利,並且規範關於兒童事務與政策,應以兒少最佳利益為主要考量。台灣亦於2014年通過兒童權利公約施行法,賦予CRC國內法律效力,並要求日後法令制訂和機關職權皆須遵守此國際基礎標準,以保障兒童少年基本人權。2017年首次提交國家報告並進行國際審查,結論性意見特別建議台灣應依據《聯合國兒童替代性照顧準則》給予兒少最適當的安置。
本課程為研究所選修課程,主要會從兒童權利的觀點出發,敘明替代性照顧服務的內涵與發展,並且依序介紹寄養照顧、機構安置、收出養、團體家庭、自立方案等不同形式的替代性照顧服務。上課方式將以教師授課為主,輔以案例討論分析,同時亦會培養同學閱讀英文期刊的能力,增加同學對於國外實證研究與觀點的理解,以及對兒童福利服務相關議題的敏感度與反思能力。The United Nations Convention on the Rights of the Child (CRC), adopted in 1989, protects children’s civil, political, economic, social and cultural rights, and regulates children’s affairs and policies. This course is an elective course for graduate studies. It will mainly describe the connotation and development of alternative care services from the perspective of children's rights, and introduce different forms of foster care, institutional placement, adoption, group families, self-reliance programs, etc. alternative care services.
