教育目標 Course Target

課程內涵:本課程旨在為博碩生引介社會福利政策形成之思想與分析模式,促使學習者瞭解政策內涵與立法過程。其間並透過相關議題,說明政策問題認定、政策規劃、政策合法化、服務輸送體系、乃至政策評估等內容。希望幫助學生瞭解,政策發展的歷史、哲學、特色、與趨勢;政策設計所觸及的價值、理論、與選擇;現行福利方案、社會工作專業及其人員在其中所扮演的角色。 課程目標﹕學生學習後要具備下列的能力,檢視政策形成中各種選擇背後的價值、瞭解政策制訂者所依循的是何種需求、以及何種正義;為現行服務規劃另種福利服務、服務輸送方式、福利資格、財務安排;為現行、及所提另種安排,提出變遷目標、預設理論、價值,並為之批駁與辯護;指出此種改變對案主或公民在性別、階級平等上有何影響,誰得利、誰不利。Connotation of the course: This course aims to introduce the ideas and analysis models of social welfare policies for students to form, so as to encourage learners to understand the connotation of the policy and the legislative process. In between, we will explain policy problem determination, policy planning, policy legalization, service delivery system, and even policy evaluation through relevant issues. I hope to help students understand the history, philosophy, characteristics, and trends of policy development; the value, theory, and choices that policy design is exposed to; the current welfare programs, social work professions and their roles in it. Course objectives: After learning, students must have the following abilities to view the value behind the various choices in the formation of policies, understand what needs and what righteousness policy makers are following; plan for existing service regulations to provide other welfare services and service delivery methods , welfare qualifications, financial arrangements; for the present and other arrangements proposed, change goals, pre-design discussions, value, and criticism and protection; point out what impact this change has on the client or citizen on gender and level equality, who will benefit and who will be unfavorable.

1、能熟悉社會福利政策背後所涉及的相關思潮與價值; 2、能說明政策過程所觸及的各項要元; 3、能對當前社會福利政策及社會工作專業提出具反思性和反身性的批判。
