教育目標 Course Target

課程內涵:本課程旨在為博碩生引介社會福利政策形成之思想與分析模式,促使學習者瞭解政策內涵與立法過程。其間並透過相關議題,說明政策問題認定、政策規劃、政策合法化、服務輸送體系、乃至政策評估等內容。希望幫助學生瞭解,政策發展的歷史、哲學、特色、與趨勢;政策設計所觸及的價值、理論、與選擇;現行福利方案、社會工作專業及其人員在其中所扮演的角色。 課程目標﹕學生學習後要具備下列的能力,檢視政策形成中各種選擇背後的價值、瞭解政策制訂者所依循的是何種需求、以及何種正義;為現行服務規劃另種福利服務、服務輸送方式、福利資格、財務安排;為現行、及所提另種安排,提出變遷目標、預設理論、價值,並為之批駁與辯護;指出此種改變對案主或公民在性別、階級平等上有何影響,誰得利、誰不利。Course content: This course aims to introduce the thinking and analysis model of social welfare policy formation to doctoral students, and help learners understand the policy connotation and legislative process. It also explains the identification of policy issues, policy planning, policy legalization, service delivery system, and even policy evaluation through relevant topics. We hope to help students understand the history, philosophy, characteristics, and trends of policy development; the values, theories, and choices involved in policy design; the current welfare programs, the social work profession, and the roles their personnel play in them. Course objectives: After learning, students should have the following abilities: examine the values ​​behind various choices in policy formation, understand what kind of needs and justice policy makers follow; and plan alternative welfare services and service delivery for existing services. methods, welfare qualifications, and financial arrangements; propose change goals, presupposed theories, and values ​​for current and proposed alternative arrangements, and refute and defend them; point out the impact of such changes on the gender and class equality of clients or citizens. What is the impact, who benefits and who loses.


課程概述 Course Description

1、能熟悉社會福利政策背後所涉及的相關思潮與價值; 2、能說明政策過程所觸及的各項要元; 3、能對當前社會福利政策及社會工作專業提出具反思性和反身性的批判。
