本課程旨在探討臺灣地方制度法之立法、規劃架構及爭議事件，並就近十年來的地方自治法制化，以及地方自治的理論發展；尤其新制度主義(new intuitionalism)對地方制度建構或修改之影響，分從理論和實務二個層面進行分析，並重視討論，以培養研究生治學的能力，並具有獨立進階學習的習慣與能力。

This course aims to explore the legislation, planning structure and controversial events of Taiwan’s Local Institutional Law, as well as the legalization of local autonomy in the past ten years, as well as the theoretical development of local autonomy. In particular, the impact of new institutionalism (new intuitionalism) on the construction or modification of local institutions will be analyzed from both theoretical and practical levels, with emphasis on discussion, in order to cultivate graduate students’ academic abilities and the habit and ability of independent and advanced learning.

旨在講授臺灣地方制度，並由法制觀點分析立法意旨，逐條適義，並且進行研討，以提昇學習效果。

It aims to teach Taiwan's local system, analyze the legislative intent from a legal perspective, apply the meaning of each clause, and conduct discussions to improve the learning effect.
