以行政與立法關係的憲政分類下，傳統分類是以總統制和議會制兩大類型為主。然而，也有一些國家的憲法設計，兼採議會制與總統制特徵的混和式憲法，這類憲法一般慣稱為「半總統制」（semi-presidentialism）或是「雙行政首長制」的憲法。依據統計，半總統制迄今已經是全世界最多民主國家採用的憲政體制，包括臺灣。基於理論的豐富性以及實務上已經是最多民主國家的憲政類型，半總統制的研究因此逐漸受到重視。
本課程混和理論與實際，分成三大主題。第一大主題側重半總統制的理論與分類研究，尤其聚焦在二元行政以及府院會關係的討論。第二大主題側重半總統制的運作與影響，包括總統化、議會化、崩潰的比較，並參酌實際個案。第三大主題回到台灣，討論臺灣在一致或是分立政府下的表現，以及與其他研究的結合發展。希望經過閱讀、上課、與討論，修課同學能對半總統制的基礎理論，以及台灣目前的憲政爭議，能有基本的認識。

Under the constitutional classification of the relationship between executive and legislative, the traditional classification is mainly two types: presidential system and parliamentary system. However, there are also some countries whose constitutional designs are hybrid constitutions that incorporate features of both parliamentary and presidential systems. Such constitutions are commonly referred to as "semi-presidentialism" or "dual-executive-head system" constitutions. According to statistics, the semi-presidential system is now the constitutional system adopted by the most democratic countries in the world, including Taiwan. Based on the richness of theory and the fact that it is the type of constitutional government with the most democratic countries in practice, the research on semi-presidential system has gradually attracted attention.
This course blends theory and practice and is divided into three main themes. The first major theme focuses on the theory and classification of semi-presidential systems, especially the discussion of dual administration and the relationship between the government and the Yuan. The second major theme focuses on the operation and impact of semi-presidentialism, including comparisons of presidentialization, parliamentaryization, and collapse, with reference to actual cases. The third major theme returns to Taiwan, discussing Taiwan's performance under unified or divided government, and its development in conjunction with other studies. I hope that through reading, classes, and discussions, students taking the course will have a basic understanding of the basic theory of semi-presidentialism and Taiwan’s current constitutional controversies.
