以行政與立法關係的憲政分類下，傳統分類是以總統制和議會制兩大類型為主。然而，也有一些國家的憲法設計，兼採議會制與總統制特徵的混和式憲法，這類憲法一般慣稱為「半總統制」（semi-presidentialism）或是「雙行政首長制」的憲法。依據統計，半總統制迄今已經是全世界最多民主國家採用的憲政體制，包括臺灣。基於理論的豐富性以及實務上已經是最多民主國家的憲政類型，半總統制的研究因此逐漸受到重視。
本課程混和理論與實際，分成三大主題。第一大主題側重半總統制的理論與分類研究，尤其聚焦在二元行政以及府院會關係的討論。第二大主題側重半總統制的運作與影響，包括總統化、議會化、崩潰的比較，並參酌實際個案。第三大主題回到台灣，討論臺灣在一致或是分立政府下的表現，以及與其他研究的結合發展。希望經過閱讀、上課、與討論，修課同學能對半總統制的基礎理論，以及台灣目前的憲政爭議，能有基本的認識。
Under the political classification of administrative and legislative relations, the traditional classification is based on two major types: the general system and the council system. However, there are also some countries' designs of convention and concurrent convention methods that also adopt a mixed convention method with the characteristics of convention and convention. This type of convention is generally called "semi-presidentialism" or "dual-administrative chief". According to statistics, the semi-coordination system has so far been the most ruling regime adopted by democratic countries in the world, including Taiwan. Based on the richness of theory and the type of political typologies that are actually the most democratic countries, the research on semi-general has gradually been valued.
This course is mixed with theory and reality and is divided into three major topics. The first topic focuses on the theory and classification research of semi-constitutional system, focusing especially on discussions on binary administration and government affairs. The second major theme focuses on the operation and impact of semi-coordination, including the comparison of consolidation, congressionalization, and collapse, and considers actual cases. The third topic returns to Taiwan to discuss Taiwan’s performance under a consistent or split government, as well as the combined development of other research. I hope that after reading, taking classes, and discussing, students in the course can have a basic understanding of the basic theories of the semi-coordination system and Taiwan’s current political disputes.
