本課程的目標主要從社會福利的概念、思想與社會基礎開始，讓學生瞭解社會福利的起源與發展史，並介紹社會福利服務的概況（人員、組織、結構、分配、給付、財務制度、輸送等），最後以社會變遷下的社會福利趨勢與挑戰為結語。具體的內涵如下：
1. 社會福利的政治、經濟與社會脈絡
2. 貧窮與社會保障
3. 受助者與第三部門
4. 受助者的優勢能量與社區的地域性特色
5. 受助者的公共參與、社會投資與經濟政策
