本課程的目標主要從社會福利的概念、思想與社會基礎開始,讓學生瞭解社會福利的起源與發展史,並介紹社會福利服務的概況(人員、組織、結構、分配、給付、財務制度、輸送等),最後以社會變遷下的社會福利趨勢與挑戰為結語。具體的內涵如下:
1. 社會福利的政治、經濟與社會脈絡
2. 貧窮與社會保障
3. 受助者與第三部門
4. 受助者的優勢能量與社區的地域性特色
5. 受助者的公共參與、社會投資與經濟政策The goal of this course mainly starts from the concept, ideology and social foundation of social welfare, allowing students to understand the origin and development history of social welfare, and introduce the overview of social welfare services (personnel, organization, structure, distribution, payment, financial system, delivery etc.), and finally concludes with social welfare trends and challenges under social changes. The specific connotation is as follows:

3. Recipients and third sector
4. The advantageous energy of the recipients and the regional characteristics of the community
5. Recipients’ public participation, social investment and economic policies
