鑑於當代個人或組織與資訊科技的互動愈來愈頻繁，資訊科技已造成組織與管理上的改變，但要真正明瞭資訊科技對組織究竟有什麼影響，就需要了解資訊管理與資訊系統的本質。基此，本課程的主要目標，就是要讓學生了解資訊管理的基本內涵，並認識資訊管理與公部門的連結關係，以及掌握資訊管理對組織可能產生的影響，理解資訊管理的幾個重要理論模式。本課程內容將從資訊管理的根本觀念開始，依序說明行政資訊管理的重要內涵，包括1.行政與資訊管理；2.資訊管理的內涵；3.資訊科技基礎建設；4.資訊系統的類型；5.組織與資訊科技的互動架構；6.科技接受模式；7.知識管理與服務品質；8.創新服務與資訊科技。除此之外，在實務面上，本課程也將教導同學練習操作決策分析軟體Expert Choice，練習如何利用資訊系統處理複雜的決策問題。另外，課程中也會以資訊案例來強化學習內容，以讓同學進一步認識資訊科技與治理的關係。
