本課程混和理論與實際，分成三大主題。第一大主題側重半總統制的理論與分類研究，尤其聚焦在二元行政以及府院會關係的討論。第二大主題側重半總統制的運作與影響，包括總統化、議會化、崩潰的比較，並參酌實際個案。第三大主題回到台灣與新興民主，討論臺灣與新興民主運作半總統制的特徵與困境。希望經過閱讀、上課、與討論，修課同學能對半總統制的基礎理論，以及台灣目前的憲政爭議，能有基本的認識

This course blends theory and practice and is divided into three main themes. The first major theme focuses on the theory and classification of semi-presidential systems, especially the discussion of dual administration and the relationship between the government and the Yuan. The second major theme focuses on the operation and impact of semi-presidentialism, including comparisons of presidentialization, parliamentaryization, and collapse, with reference to actual cases. The third major theme returns to Taiwan and emerging democracies, discussing the characteristics and difficulties of operating a semi-presidential system in Taiwan and emerging democracies. I hope that through reading, classes, and discussions, students taking the course will have a basic understanding of the basic theory of semi-presidentialism and Taiwan’s current constitutional controversies.
