本課程混和理論與實際，分成三大主題。第一大主題側重半總統制的理論與分類研究，尤其聚焦在二元行政以及府院會關係的討論。第二大主題側重半總統制的運作與影響，包括總統化、議會化、崩潰的比較，並參酌實際個案。第三大主題回到台灣與新興民主，討論臺灣與新興民主運作半總統制的特徵與困境。希望經過閱讀、上課、與討論，修課同學能對半總統制的基礎理論，以及台灣目前的憲政爭議，能有基本的認識

This course is mixed with theory and reality and is divided into three major topics. The first topic focuses on the theoretical and classification research of semi-constitutional system, focusing especially on discussions on binary administration and government affairs. The second major theme focuses on the operation and impact of semi-coordination, including the comparison of consolidation, congressionalization, and collapse, and considers actual cases. The third theme returns to Taiwan and New Democracy, discussing the characteristics and dilemmas of the semi-consolidation system of Taiwan and New Democracy. I hope that after reading, taking classes, discussing, and studying, students can have basic understanding of the basic theories of semi-coordination and Taiwan’s current political disputes.
