本課程目的在於說明三個主要內容，一是「民意」，其次是「調查」，第三是「民意調查」的整體意涵。本課程分為上下學期分別開設。本學期重點在於使同學瞭解何謂民意，並介紹當前廣為運用的民意調查的研究方法，並著重調查理論方面對於民意的形成與特質、蒐集民意的各種調查研究方式、問卷設計以及研究設計相關的概念，加以簡介。本課程為下學期民意調查實務課程的先修課程，修過本課程能修下學期的實務課。
