憲法乃國家根本大法，除保障基本人權的部份外，即是規範國家權力分配與運作方式。一般而言，民主國家在政府體制選擇上，不外以「總統制」、「內閣制」、「雙首長制」（半總統制）或「委員制」為典範，並配合國情調整實施。然而，我國民主轉型雖是伴隨著修憲所完成，但迄今針對我國究竟屬於何種政府體制？應如何有效解決憲政問題？卻依然難有定見。基此，本課程在上學期的課程將透過比較的視野，以政府體制為探討主軸，經由憲政理論與制度的介紹，輔以國與國間政府體制之比較(主要是英國、美國、法國、日本、德國)，除希望學習者能建立更宏觀的憲政知識及視野，更期待培養學生對我國憲法規範及運作的關懷，一同為我國憲政體制把脈，指引未來憲政發展更正確的方向。而在此基礎上，下學期的課程深入我國憲法的條文內容始有更精準認識。The law of justice is the fundamental law of the country. In addition to protecting basic human rights, it is the regulation of the distribution and operation of national power. Generally speaking, democratic countries use "coordination", "internal system", "dual chief system" (semi-coordination) or "committee system" as the norms in the selection of government systems, and cooperate with the implementation of national conditions. However, although the transformation of democratic democracy in our country was accomplished with the reform, what kind of government system does it belong to to our country so far? How to effectively solve political problems? But it's still hard to see. Based on this, the course in the first session will use a comparative perspective and use the government system as the main avenue to explore the subject, and will be based on the introduction of political theory and system, and will be compared with the government system between the country and the national government system (mainly the UK, the US, the French, Japan and Germany), in addition to hoping that learners can establish more grand political knowledge and vision, they also look forward to cultivating students' concerns about our country's laws and regulations and operations, and jointly implement the system of our country's political system and guide the correct direction of future political development. On this basis, the courses in the next period have begun to have a more precise understanding of the content of the articles of our country's law.
本課程目的在透過對於我國立國理念、憲法的憲政架構設計、政府組織架構設計與相關憲法條文背後所揭櫫、隱含的政哲思維的介紹與說明，使修課同學能對我國憲法與憲政體制運作有所認識，並熟悉相關憲政理論，增進提昇政治學系學生之專業。藉由理論與實際的相互驗證，引發學生對於我國憲政議題的興趣，進而培養學生對於我國憲政體制運作的基本知識，以期具備分析判斷、政策規劃與公共服務的能力。
