教育目標 Course Target

面對人口過度集中於都會區所造成的城鄉發展極端失衡、「地方消滅」等的嚴峻問題,如何營造發展適合地方的產業,並藉以創造地方就業機會、打造能讓年輕人口回流地方發展與成家的生活環境等兼具「產、地、人」或「人、文、地、產、景」理念的政策目標,成為當前各層級政府關切的議題。 在這樣的脈絡下,從1960年代的「社區發展」、1994年起的「社區(總體)營造」(Community building)、2014年日本安倍晉三內閣推動的「地方創生」(Placemaking),以至我國2017年國家發展委員會的「設計翻轉、地方創生」等的政策實務與策略,皆在於貫徹以「社區」或「地方」之名,以「取回地方持續成長的活力」的基調,因而無論名之為發展、營造、設計或創生,皆有賴於所有利害關係人的參與、協力與主體性的呈現,而日益獲得政府、企業與公民社會共同的關注。 也因此,本課程的目標在於協助同學瞭解有關「地方創生」的概念、政策實務、案例與執行策略。因而在課程設計上,首先從認識「地方創生」的概念出發,逐步瞭解「地方創生」的性質、限制、挑戰與田野調查等盤點地方資源的方法;而後藉由實際觀察彰化芳苑案例的工作坊設計,協助同學盤點芳苑案例中「產、地、人」的特性與問題,從而提出解決地方問題的行動方案與策略,以實踐「取回地方持續成長活力」的學習目標。 Faced with the severe problems of extreme imbalance in urban and rural development and "local elimination" caused by over-concentration of population in urban areas, how to create and develop industries suitable for local areas, create local employment opportunities, and create a place where young people can return to develop and start families. Policy goals that combine the concepts of "industry, place, and people" or "people, culture, place, industry, and scenery", such as a better living environment, have become current issues of concern to governments at all levels. In this context, from "community development" in the 1960s, to "community building" since 1994, to the "Placemaking" promoted by Japan's Shinzo Abe Cabinet in 2014, The policy practices and strategies of my country's National Development Council in 2017 such as "Design Transformation, Place Creation" all aim to implement the keynote of "recovering the vitality of sustained local growth" in the name of "community" or "place". Therefore, Whether it is called development, construction, design or creation, it all depends on the participation, collaboration and subjectivity of all stakeholders, and is increasingly attracting the common attention of governments, enterprises and civil society. Therefore, the goal of this course is to help students understand the concepts, policy practices, cases and implementation strategies of "place regeneration". Therefore, in the course design, we first start from understanding the concept of "place creation", and gradually understand the nature, limitations, challenges and field surveys of "place creation" and other methods of inventorying local resources; and then through actual observation of the case of Changhua Fang Yuan The workshop is designed to help students take stock of the characteristics and problems of "products, places, and people" in the Fang Yuan case, so as to propose action plans and strategies to solve local problems, so as to achieve the learning goal of "recovering the vitality of local sustainable growth".
