教育目標 Course Target

環境評估是一門跨領域、整合性課程,它涵蓋了環工、環科、生態、社會、景觀、經濟、法律、行政管理等內涵。完整的環境評估課程應該涵蓋系統性的管理思維、整合性的評估工具以及跨領域的議題知識。目前大部分的參考書籍以工具介紹與實務應用為主,為了讓讀者了解環境評估的精神與內涵,本書以系統理論為核心,介紹如何將系統性的管理思維融入環境評估的架構之中。系統思維,是一種整體性、動態性的思維模式,考慮系統單元之間的關聯、互動與回饋機制,系統思考可以協助我們發現問題的根本,看見問題的更多可能性,讓我們在面對複雜系統時看穿問題的表象,避免在決策過程中受困於自己的領域範圍(Territoriality)。 環境評估的範圍廣泛,涵蓋理論、工具與實務等不同層面,基本上環境評估可區分為以環境為對象的環境衝擊評估,以及以組織為對象的環境績效評估,但無論對象為何,都需仰賴系統化的分析程序以及科學化的分析工具,剛接觸環境評估的學生在學習上經常遭愈困難,大多是缺乏環境評估中最核心的系統思維,導致知其然而不知其所以然,陷入了點狀的思考陷阱,為了使讀者了解環境評估的精神與內涵,本書以系統理論為核心、環境影響評估為主軸,介紹系統性管理思維如何融入環境影響評估的架構之中,同時也說明系統性管理思維如何應用於其他環境評估問題上。Environmental assessment is a cross-regional, integrated course that covers the connotations of engineering, ecological science, ecology, society, landscape, economy, law, administrative management, etc. A complete environment evaluation course should cover systematic management thinking, integrated evaluation tools, and cross-domain question knowledge. Currently, most of the reference books focus on tool introduction and practical applications. In order to let readers understand the spirit and connotation of environmental assessment, this book focuses on system theory and introduces how to integrate systematic management thinking into the architecture of environmental assessment. System thinking is a holistic and dynamic thinking model. Considering the connection, interaction and responsive mechanism between system units, system thinking can help us discover the root of the problem and see more possibilities of the problem, allowing us to see through the appearance of the problem when facing complex systems, and avoid being trapped in our own domain (Territoriality) during the decision process. The scope of environmental assessment is broad, covering different levels of theoretical arguments, tools and practices. Basically, environmental assessment can be divided into environmental impact assessments with environment as the object, as well as environmental performance assessments with organization as the object. However, regardless of the object, you need to rely on systematic analysis procedures and scientific analysis tools. Students who are just in contact with environmental assessment often suffer from difficulties in learning, and most of them lack environments. The most core system thinking in the evaluation leads to knowing it but not knowing why, and falling into a bit of thinking trap. In order to enable readers to understand the spirit and connotation of environmental assessment, this book focuses on system theory and environmental impact assessment, and introduces how system management thinking is integrated into the architecture of environmental impact assessment, and also explains how system management thinking is applied to other environmental assessment problems.


課程概述 Course Description

人類為了維繫生存所產生的各種開發活動;由早期的開發耕地到目前都市興建後所衍生的垃圾處理、空氣污染、水污染及噪音污染等的問題等,對於周遭自然環境皆產生了程度不一的影響。而環境管理者為求積極的解決(預知)開發案對環境的衝擊,因此建立環境影響評估制度,希望利用此制度可以有效的降低開發事件對環境污染的衝擊。而如何有效的說明、模擬預知、評估環境因開發案而改變的狀態,即是本課程主要內容。
Various development activities generated by humans in order to maintain survival; problems such as garbage treatment, air pollution, water pollution and noise pollution derived from the early development of arable land to the current urban construction have had different degrees of impact on the surrounding natural environment. In order to seek an aggressive solution (predict) attack on the environment, environment managers have established an environmental impact assessment system, hoping that using this system can effectively reduce the impact on environmental pollution by development events. How to effectively explain, simulate predict and evaluate the situation of the environment changing due to the development is the main content of this course.
