使課程參與者能充分了解全球性新能源發展之趨勢與各國因應措施，掌握新興能源科技之發展與立法政策因應，並進一步發展本國未來新能源法規之架構與內涵。
自全球溫室效應惡化以來，能源的利用率以及儲存率一直是各個工業大國與開發中國家最關切的議題，如何遏止二氧化碳的排放量與新能源的「開源節流」便成為永續發展的前提。再加上原油價格不斷攀升，使得對能源依存度幾乎為百分之百的我
國對取之不盡、用之不竭的再生能源（renewable energy）更應重視。
本課程將首先以先進國家如美國、德國、歐盟等國家之相關立法例與發展為借鏡，並進而檢討本國現行相關之能源法規，並申論籌議發展我國綠色自產能源之相關法規範架構與措施，創造能源、環保、農業、經濟四贏的新契機，以符合我國永續發
展計畫以及成為綠色寶島之期望。
