In this course, we will learn the new concept and approach of reliance, and think about how the national society today adopts a response strategy under the changing situation of the internal and external environment. The course design is highly interactive, with lectures, discussions, practices and analysis, aiming to help doctoral students practice "exploring scheming" and "using scheming", which contains the knowledge of risk decisions. The course emphasizes interdisciplinary risk management of governance and governance, defining policy plans, participation in governance and data collection. Students will be asked to conduct case studies individually to establish a theory that is adaptable to change and to conduct hypothetical inspections.
