配合教育部擬定的醫藥生技關鍵技術，以及創新創業相關議題，以培育生技產業創新創業人才為目標。課程內容涵蓋具有前瞻性的醫藥生技基礎課程;其中各年度的創新創業人才培育課程規劃由具備教學、研究、技術開發、實務管理以及法律相關經驗的教師授課，課程目標為:啟發學員的創意、提出創新的研發議題，輔助實務演練，孕育出創業的項目。
基礎課程內容涵蓋六大關鍵技術及其他八大領域之基礎課程，六大關鍵技術課程涵蓋基礎及臨床分子醫學、基因轉殖動、植物、應用微生物及保健食品、分子檢驗及疾病篩檢、醫藥化學在藥物研發之應用、動物模式在醫藥研究之應用。也歡迎非生物科技相關系所的學生參加；在創新、創意、創業方面將通過多方位的課程，包括創新精神與啟程、市場分析與技術鑑價、團隊組成及人才管理、智財務管理與法規、市場行銷與經營策略、財務及風險管理、個案實例專討、計畫實務演練的單元課程，從生技產業創業的精神、要件、分析、評估、人才、管理、市場、營運、智財、風險等各個層面，向學員呈現生技產業創業所需面對的所有問題及策略，讓學員作好創業的充分準備。課程同時安排專題演講、專題討論、創新創業構想與腦力激盪、個案實例專討，由產業的專家分享創業過程中的成功與失敗，由決策專家介紹目前國際生技產業發展的趨勢，由輔導團隊專家帶領激發學員的創新創業構想與腦力激盪。
