本課程的主要目的，在於介紹現代(19-20世紀)城鄉土地使用規劃的基本理念、思想與實踐模式。讓學生知道什麼是理想的城鄉規劃、土地管理、環境景觀規劃模式。期望他(她)在上課或未來從事實際專業工作時，能夠為社會營造良好品質的城鄉生活環境。本課程的重點不在於告訴學生一套樣版式的規劃程序模式，而是在於培養學生有一個理想的規劃理念與願景。正如耶魯大學校長理查·萊文（Richard Charles Levin）所說：真正的教育不傳授任何知識和技能，卻能令人勝任任何學科和職業。也像新加坡的規劃，先有一個概念計畫(concept plan)，所以本課程不在於教導學生有關土地使用規劃與管制的政策、法規、方法與技術，而在於介紹學生有關城鄉土地使用規劃的基本理念與思想。因為政策、法規、方法與技術是會隨著時間改變的，而理念與想法是基本的，是會傳之久遠的。The main purpose of this course is to introduce the basic concepts, thoughts and practice models of modern (19th-20th century) urban and rural land use planning. Let students know what the ideal urban and rural planning, land management, and environmental landscape planning models are. It is expected that he or she can create a good quality urban and rural living environment for the society when taking classes or engaging in practical professional work in the future. The focus of this course is not to teach students a set of standard planning procedures, but to cultivate students with an ideal planning concept and vision.
