永續發展是一個改變的過程(a process of change)，而在國內外的永續發展歷程上，也確實有許多地方成功地實踐了永續性改變的個案。有鑒於此，本課程除了將講解永續發展的基本政策概念，更重要的介紹發生在台灣屏東縣林邊鄉的「養水種電」個案，而「養水種電」個案是我國地方政府成功實踐產業永續轉型的重要案例，其提供了產業永續轉型的重要治理經驗。當然，我們也將帶領同學至「養水種電」現場看看；除此之外，本課程也將透過幾個與永續發展有關的影片，例如高美溼地的生態治理、荷蘭的循環經濟、荷蘭面對氣候變遷的水域治理、德國弗萊堡的再生能源社區等，讓同學認識不同政策領域的永續發展經驗，以進一步擴展同學的學習視野，並深刻理解永續發展的治理內涵。

Sustainable development is a process of change, and in the process of sustainable development at home and abroad, there are indeed many places that have successfully implemented cases of sustainable change. In view of this, in addition to explaining the basic policy concepts of sustainable development, this course will also introduce the case of "raising water and planting electricity" that occurred in Linbian Township, Pingtung County, Taiwan.
