政治制度（Political Institution）是比較政治（comparative politics）中的重要子題，也是具體的比較政府範疇中，核心的議題。在新興民主的經驗裡，憲政工程（Constitutional Engineering）包括了中央政府的行政立法關係、選舉制度、以及政黨體系，彼此之間相互影響，也影響了政府的類型與民主的穩定。本課程以比較政治制度為題，將探討憲政體制、選舉制度、政黨體系交錯下的民主政治運作，尤其以新興民主國家和台灣為主。希望一學期的課程結束後，修課同學能基本掌握憲政體制、選舉制度、政黨體系在新興民主國家的比較。

Political Institution is an important sub-topic in comparative politics, and is also the core issue in the specific category of comparative government. In the experience of emerging democracy, Constitutional Engineering includes the executive-legislative relationship of the central government, the electoral system, and the party system. They interact with each other and also affect the type of government and the stability of democracy. This course is titled Comparative Political Systems and will explore the operation of democratic politics under the intersection of constitutional systems, electoral systems, and party systems, especially in emerging democracies and Taiwan. It is hoped that by the end of the one-semester course, students will have a basic understanding of how constitutional systems, electoral systems, and party systems compare in emerging democracies.
