政治制度（Political Institution）是比較政治（comparative politics）中的重要子題，也是具體的比較政府範疇中，核心的議題。在新興民主的經驗裡，憲政工程（Constitutional Engineering）包括了中央政府的行政立法關係、選舉制度、以及政黨體系，彼此之間相互影響，也影響了政府的類型與民主的穩定。本課程以比較政治制度為題，將探討憲政體制、選舉制度、政黨體系交錯下的民主政治運作，尤其以新興民主國家和台灣為主。希望一學期的課程結束後，修課同學能基本掌握憲政體制、選舉制度、政黨體系在新興民主國家的比較。

Political Institution is an important sub-item in comparative politics and a core issue in specific governmental contexts. In the experience of new democracy, Constitutional Engineering includes the central government's administrative legislative relations, selection system, and political party system. It affects each other, and also affects the type of government and the stability of democracy. This course is about comparing the political system and will explore democratic political operations under the conflict of political system, selection system, and political party system, especially the new democratic countries and Taiwan. I hope that after the course of the first session, students in the course can basically master the comparison of political system, selection system, and political system in new democratic countries.
