7041 - 城鄉規劃與設計〈一〉 Urban/Rural Community Planning and Design Studio (I)


教育目標 Course Target

台灣在進入二十一世紀後,各地湧現老屋再生的風潮。此現象呈現出的不只是對於老屋的懷舊浪漫想像、或是歷史街區的風貌再造,更是台灣在經歷二十世紀資本主義大量生產、大量消費、大量廢棄的過程中所產生的問題。各地出現的大量閒置空間與社會剩餘,既是都市擴張導致舊市區衰退的議題,也是土地資本商品化的經濟問題,同時更彰顯出世代之間缺乏傳承、演替的社會文化問題。這些現象與特徵都集中發生在全台灣空屋率最高、閒置空間最密集的台中市舊市區(中區)。 本課程將帶領學生走出東海校園,以台中舊市區做為關注和實作的場域,實際體會、調查台中都市發展過程中形成的各種空間與社會議題。授課教師將以議題導向和行動學習的方式,引導學生整合社會資源、提出構想,並付諸於實驗性的嘗試與實踐,希望從中累積研究與創作的素材,做為在地持續經營發展的基礎。師生團隊將進駐台中舊市區,組織關心相關議題的校內社群,結合舊市區在地社群與社區的資源,以修復式的都市再生觀點與具有開創性的行動,共同嘗試解決都市擴張下舊市區空洞化的問題。 本次課程以「城中採藥去」為題,選定「台中青草街」及其周邊的「越南/印尼族裔社區」作為研究與實踐的場域,探索具有在地特色的傳統中草藥、香料植物在現代人日常生活中可能扮演的新角色,重新連結不同族群之間、以及人與土地、人與自然之間的關係,達成城市共生。修課學生將透過田野調查、口述訪談、空間行為觀察、舉辦工作坊等方式理解此區域、與地方社群交流互動,並整合研究與空間設計,嘗試提出具有創新性的理論觀點與社會實踐模式。 本課程受到科技部「人文創新與社會實踐」計畫補助(主題為「都市再生行動學院——社群與社區協力下的都市再造與社會創新」),除了課程本身受益於跨領域的知識、資源挹注,也將與其它跨領域的社會實踐團隊共同舉辦工作營,於期末共同舉辦實踐成果展。108學年是本計畫進行的第二年,希望能在前一年度的經驗累積之下,持續與地方互動、提出更貼近在地需求的方案並付諸實踐。After entering the 21st century, the trend of regeneration of old houses has emerged in various places. This phenomenon not only presents old romantic imaginations of old houses or the recreation of the historical streets, but also a problem arising from Taiwan's large-scale production, large-scale consumption, and large-scale wastelands in the process of 20th century capitalism. The large amount of space and social surplus that appear in various places is not only a question of urban expansion that leads to the recession of old cities, but also an economic problem of the commoditization of land capital. It also highlights the social and cultural problems of the lack of inheritance and succession among generations. These phenomena and characteristics occur in the old Taichung City (Central District), where the highest vacancy rate and the most densely packed spaces in Taiwan. This course will lead students out of Donghai Campus, and use the old city of Taichung as a focus and practice field, and conduct actual meetings and investigate various spaces and social issues formed during the development of Taichung's urban areas. The teacher will guide students to integrate social resources, propose ideas, and devote themselves to experimental trials and practices through topic orientation and action learning. He hopes to accumulate research and creation materials from it to serve as a foundation for on-site continuous development. The student team will enter the old city of Taichung, organize campus communities that are concerned about related issues, combine local communities and community resources in the old city, and jointly try to solve the problem of hollowing out of urban expansion and downloading of old cities with rehabilitation views and creative actions. This course takes "Taichung Qingcao Street" as the topic, and selects "Vietnam/Indonesian Ethnic Community" and its surrounding "Vietnam/Indonesian Ethnic Community" as a research and practice field, explores the new roles that traditional Chinese herbs and spice plants with local characteristics in modern people's daily lives, reconnecting the relationship between different ethnic groups, as well as between people and land, people and nature, and achieving urban symbiosis. Students will understand this area through field surveys, oral interviews, spatial behavior observations, workshops, etc., and integrate research and space design to try to propose innovative theoretical perspectives and social practice models. This course was supported by the Ministry of Science and Technology’s “Humanity Innovation and Social Innovative” (theme is “Urban Regeneration Campaign – Urban Regeneration and Social Innovative under the cooperation between the community and the community”). In addition to the course itself, it benefited from the knowledge and resources from cross-regional areas, it will also work with other cross-regional teams and jointly hold the results exhibition at the end of the period. The 108th year is the second year of this project. I hope that under the experience accumulation in the previous year, we will continue to interact with local areas, propose plans that are closer to local needs and make real efforts.


課程概述 Course Description

透過對國內城鄉或島嶼聚落實際案例之歷史回顧、現況踏堪、居民訪查、社區參與、空間分析、議題討論、綜合診斷、發展定位、計畫目標、發展策略、綱要計劃、規劃配置、細部設計等,研擬研究案例再發展之最佳方案,供地方相關主政者從事城鄉空間改造建設之發展藍圖。經由建教合作之實例操作,讓學生得以更真實的體驗城鄉地域性之社會結構與空間結構特質,更投入的構思城鄉永續發展與社區總體營造之實踐模式。
Through historical reviews, current situations, residents' visits, community participation, space analysis, discussions on topics, comprehensive diagnosis, development positioning, planning goals, development strategies, planning and configuration, detailed design, etc., we will study the best solutions for the redevelopment of case cases for local relevant politicians to work on the development blueprint of urban and rural space renovation and construction. Through the example operation of construction and education cooperation, students can more truly experience the regional social structure and spatial structure characteristics of the city town, and more devoted to the practical model of continuous development and overall community construction.
