一般而言,政策若缺乏有效執行,輕則致使政策結果成效不彰,重則導致政策失敗,甚至產生負面影響,因而執行結果以及影響執行的原因自然成為關注與解釋政策執行的焦點;換言之,「政策執行」(Policy Implementation)即是從預定的政策目標到所能感知的政策結果之間所發生之複雜活動與動態的互動過程,顯示政策執行與政策成果之間的關聯性值得探究。
本課程的目標與設計,即在於協助同學除了從學理角度瞭解政策執行的基本概念、政策執行理論與重要模式,以及認識與討論政策執行的程序與特性、影響政策執行的因素(政策本身、法規、資源、執行機構、標的團體、溝通、環境等因素),更期能運用所學於觀察與分析實際公共政策議題與個案,最後增進同學分析公共政策議題的能力。
Generally speaking, if policies lack effective implementation, it will lead to poor performance of policy results, seriously lead to policy failures, and even negative impacts. Therefore, the implementation results and the reasons for the implementation naturally become the focus of attention and interpretation of policy implementation. In other words, "Policy Implementation" is the interactive process of complex activities and dynamics from the predetermined policy goals to the perceived policy results, indicating that the correlation between policy implementation and policy results is worth exploring.
The purpose and design of this course is to help students learn from the perspective of the basic concepts of policy implementation, policy implementation theory and important models, as well as to understand and discuss the procedures and characteristics of policy implementation, and factors that affect policy implementation (policy itself, laws, resources, execution institutions, group, communication, environment and other factors), and to further use the learned to observe and analyze actual public policy issues and cases, and finally improve students' ability to analyze public policy issues.
