本課程從體制與外交互動關係的視角出發，從政治制度層面切入來對中國近代民國外交進行的專題講述。中國近代的民國時期，由於長期處在脫序、失控之下，不僅國家政體經歷了由帝制而共和，又由共和而黨治的體制變換，高層派爭也因政權更迭頻繁而空前激烈。正因為此，在對中國外交作研究時，是離不開對中國複雜國內政治的準確把握和深入透視的，故本課程開設，以近代以來中國的政治變遷為主線，從政治體制與外交關係的視角切入，運用外交學理論，對中國外交的近代演進作出梳理和敘述。基於外交的近代演進與近代政制密切相關的思考，課程講述將採取縱橫結合的辦法，也即按時間順序，以民國時期政體的轉換和演進為審視的基線，將中國外交的近代演進納入政體轉換變化的不同階段；而“橫向展開”，則主要圍繞外交政策、制度、行政，以及運作實態展開，並以外交上的典型案例解剖為例，，將體制、機制和實際運行三方面的考察做充分的揉合，以達到構成和展示民國政府外交鮮活圖景的目的。

This course starts from the perspective of the interactive relationship between institutions and diplomacy, and focuses on the diplomacy of China's modern Republic of China from the perspective of the political system. During the Republic of China period in modern China, due to a long period of disorder and loss of control, not only did the country's political system undergo changes from imperialism to republicanism, and from republicanism to party rule, high-level factional disputes were also unprecedentedly intense due to frequent regime changes. For this reason, when studying China's diplomacy, it is inseparable from an accurate grasp and in-depth perspective of China's complex domestic politics. Therefore, this course is offered to take China's political changes in modern times as the main line, from the perspective of political system and diplomatic relations, and to use diplomatic theory to sort out and describe the modern evolution of China's diplomacy. Based on the thinking that the modern evolution of diplomacy is closely related to the modern political system, the course description will adopt a vertical and horizontal approach, that is, in chronological order, using the transformation and evolution of the political system during the Republic of China as the baseline for review, the modern evolution of China's diplomacy will be included in the different stages of political system transformation; and "horizontal" "Toward Expansion" mainly focuses on foreign policy, system, administration, and actual operation, and takes the anatomy of typical diplomatic cases as an example to fully integrate the investigation of the three aspects of system, mechanism, and actual operation, in order to achieve the purpose of forming and displaying a vivid picture of the diplomacy of the Republic of China government.
