「粵港澳」大灣區計畫下澳門荔枝灣舊船廠區的策略性規劃
2017年7月,粵港澳三地簽署《深化粵港澳合作推進大灣區建設框架協定》,中國首個大灣區城市群建設拉開序幕,制定了 「打造國際一流灣區和世界級城市群」的宏大目標。澳門在大灣區城市群中的功能定位:(1)世界旅遊休閒中心;(2)中國與葡語國家商貿合作服務平臺;(3)「以中華文化為主流,多元文化共存」的交流合作基地。
與此同時,困擾澳門城市發展多年的發展空間限制、產業結構轉型、舊區更新、城市安全、交通壓力、環境保護等社會民生問題日益凸顯。四百多年碎片化的填海發展缺乏整體規劃,造成生態環境破壞、局部與整體功能的不協調。這種拼貼式的、低效率的城市蔓延如何破解?
大灣區建設為澳門城市發展提供了在區域層面上的新機遇。歷史上,小澳門的發展必須站在大區域的高度,從中西方貿易中轉站、廣州外港、新中國與海外交流的視窗,再到葡語地區商貿平臺,澳門城市空間的發展都與其區域角色的轉變緊密相聯、相互依存。「如何在城市群發展的背景下,從功能到形態推動城市轉型發展,建立起和諧的融合與共生關係?」是一個巨大的課題與挑戰。
本課題以澳門為例,以大灣區城市群發展思維,探索一國兩制下港澳城市在國家戰略層面下的新一輪轉型發展提供了新的理論依據,為澳門城市融入國家經濟發展、共用國家發展成果,實現城市自然生態和社會生態的同步可持續發展提供了難得機遇。

"Hong Kong and Macau" plan the strategic plan of Macau's Litchi Bay Old Shipping Area in the Greater Bay Area
In July 2017, the three regions of China, Hong Kong and Macao signed the "Deepening Cooperation in Hong Kong and Macao to Promote the Construction Framework Agreement on the Construction of the Greater Bay Area", and the construction of China's first major district urban agglomeration kicked off, and formulated the grand goal of "building an international first-class district and a world-class urban agglomeration". Macau’s functional positioning in the urban agglomeration of the Greater Bay Area: (1) World Travel and Leisure Center; (2) China and Portuguese-language countries’ business cooperation service platform; (3) An exchange and cooperation base with “Chinese culture as the mainstream and multicultural coexistence”.
At the same time, social and people's livelihood issues such as development space restrictions, industrial structure transformation, old district renewal, urban safety, traffic pressure, and environmental protection that have been facing the development of Macau cities for many years are becoming increasingly prominent. The development of land reclamation that has been fragmented for more than 400 years lacks overall planning, resulting in damage to the ecological environment and incongruence between local and overall functions. How to crack this stick-style, inefficient urban sprawl?
The construction of the Bay Area provides new opportunities for the urban development of Macau in the region. Historically, the development of Xiao Macau must stand at the height of the big region. From the Chinese and Western trade transfer station, Guangzhou Outer Port, New China and overseas exchanges, to the Portuguese regional trade platform, the development of Macau's urban space is closely related and interdependent with the transformation of its regional role. "How to promote urban transformation from function to form in the context of urban agglomeration development and establish a harmonious integration and symbiotic relationship?" is a huge topic and challenge.
This course takes Macau as an example, and takes the development thinking of the urban agglomeration in the Bay Area, and explores the new theoretical basis for the transformation of Hong Kong and Macao cities under the national strategic level under the two systems. It provides a difficult opportunity for Macau cities to integrate into national economic development and share the national development achievements, so as to realize the synchronous and sustainable development of urban natural ecology and social ecology.
Networking the Canteenscape Conducted by Shih-wei Lo Subject Description The everyday life of the city is crucial to the formation of the city morphology, and even the forge of its character and identity. Among varied modes of daily life, eating specially plays a dominant role bringing forth what a city is. Eating culture enlivens the city, whether by those who provides or consumes foods. A hidden world which has long been neglected but keeps imbuing the city with vigor and thrust is constituted by canteens on streets. They are often categorized as informal sector. However, if based on the research on the ‘arrival city’ phenomenon, those sprawling canteens along streets host most of immigrants from countryside and become temporary niches for their converting into citizenship of the city. An emergent paradigm of urban design caring for the bottom-up development of street life thus signals a new perspective intervening into the urban reality, specifically taking into account of Asian context.
