本課程的主要目的在於介紹現代土地使用規劃與管制的基本理念、思想與模式。讓學生知道什麼是理想的土地管理、環境景觀規劃、城鄉規劃。期望他(她)在上課或未來從事實際專業工作時，能夠知道什麼是理想的土地使用模式，以營造良好品質的城鄉生活環境。規劃的重點不在於發展出一套樣版式的規劃程序模式，而是在於先培養出一個理想的規劃理念與願景。正如耶魯大學校長理查·萊文（Richard Charles Levin）所說：真正的教育不傳授任何知識和技能，卻能令人勝任任何學科和職業。所以本課程不在於教導學生有關土地使用規劃與管制的方法與技術，而在於介紹學生有關土地使用規劃與管制的基本理念與想法。因為方法與技術是會隨著時間改變的，而理念與想法是會傳之久遠的。The main purpose of this course is to introduce the basic concepts, ideas and models of modern land use planning and control. Let students know what are ideal land management, environmental landscape planning, and town planning. It is expected that he or she will know what is the ideal land use model when he or she is in class or in the future to create a good quality urban and rural living environment. The focus of planning is not on developing a planning program model with a style, but on first cultivating an ideal planning concept and vision. As Richard Charles Levin, president of the University of Jelu, said: true education does not teach any knowledge or skills, but can make one move to any subject or career. Therefore, this course does not focus on teaching students about land use planning and control methods and techniques, but on introducing students about basic concepts and ideas about land use planning and control. Because methods and techniques will change over time, while ideas and ideas will last for a long time.
