教育目標 Course Target

中華民國台灣歷經43年的動員戡亂時期(1948~1991),38年的戒嚴統治(1949~1987),七次的修憲(1991~2005),三次的政權(黨)輪替(2000年,2008年,2016年),已經從威權統治,轉化成憲政民主。然而在這民主轉型政治發展的過程中,卻衍生出許多的爭議,其中包括行政統治權的歸屬,國家元首(總統)與政府首長(行政院長)權責的劃分,國會立法權的一院制或兩院制,國會議員人數的規模,行政與立法兩權的互動,選舉制度與政黨體制的關係,司法院最高法院化的可能性,文官體制與行政中立的落實,地方派系與地方自治的糾纏,民主化與媒體自由,兩岸關係與政治發展,經濟自由化與政治發展,直接民主與民主化的困境,人權發展與公民社會,全球化與政治發展等議題。本課程旨在說明這些爭議的所在,並介紹憲政民主發展過程中可能出現的不同形態,以期學生具備相關的政治知識,分析判斷與公共服務的能力。

After 43 years of mobilization to fight the rebellion (1948~1991), 38 years of martial law (1949~1987), seven constitutional amendments (1991~2005), and three regime (party) rotations (2000, 2008, 2016), Taiwan, the Republic of China, has transformed from authoritarian rule to constitutional democracy. However, in the process of political development of democratic transition, many disputes have arisen, including the ownership of administrative power, the division of powers and responsibilities between the head of state (President) and the head of government (Executive President), the unicameral or bicameral system of legislative power in Congress, the size of the number of members of Congress, the interaction between executive and legislative powers, the electoral system and the party system The relationship between the system and the system, the possibility of making the Judicial Yuan the Supreme Court, the implementation of the civilian system and administrative neutrality, the entanglement between local factions and local autonomy, democratization and media freedom, cross-strait relations and political development, economic liberalization and political development, the dilemma of direct democracy and democratization, human rights development and civil society, globalization and political development and other issues. This course aims to explain where these controversies lie and introduce the different forms that may emerge during the development of constitutional democracy, with the aim of equipping students with relevant political knowledge, analytical judgment and public service capabilities.
