「開放式創新」之核心概念就是突破組織以往封閉的疆界,從外界引進更多、更豐富的創新元素與能量;同時將組織內閒置的創意與創新分享出去,促進創新的流動與分享。從開放式創新的觀點來說,近年來公部門推動的「開放政府」(Open Government)、「開放資料」(Open Data)等作法,透過政府資料開放平台,鼓勵社會公眾利用這些資料進行分析應用,就相當符合開放式創新的概念,也產生了不少創新而深具價值的研究結果,相關做法帶動公務機關突破現有組織運作的框架,產生更為多元創新的思維,解決了很多過去無法解決的問題。
本課程主要希望能夠由大數據、開放政府、開放資料的應用的出發,刺激同學們有創新的觀點,並提供相關的工具與方法,讓學員能靈活運用在工作和生活中,以提升個人與組織的創新思考、問題解決能力與決策能力,並能應用所學於推動創新服務,以提升施政滿意度,並提升全民之福祉。The core concept of "open innovation" is to break through the boundaries of the organization's past, and introduce more and more abundant innovative elements and energy from the outside world; at the same time, share the leisurely creativity and innovation within the organization to promote innovative movement and sharing. 另外並以個案與文章的討論,協助同學們理解大數據及其可能的應用。
